Job Description

The Republic of the Fiji Islands, the implementing agency being the Fiji Electricity Authority (FEA) has applied for financing from the World Bank toward the cost of the Nadarivatu Hydropower Project, and intends to apply part of the proceeds for consultant services. The services include among other things design, review, performing the function of “Engineer” in the civil works contract, “Project Manager” under supply and installation contracts.

Project Description

The Nadarivatu hydropower scheme proposes to construct and operate a 40 megawatt (MW) hydropower scheme in the Nadarivatu district with a mean annual output of 100 GWh. The scheme comprises of a 35 m high weir at Korolevu, approximately 3.5 km of Tunnel & Penstock, Powerhouse for 2×20 MW turbines at a head of 300 m with all associated Mechanical & Electrical Plant, and a 132 kV transmission system with substation to integrate into the existing 132 kV grid.

The scheme involves taking water from the 35m Korolevu weir, located in the Sigatoka River catchment approximately 50 m downstream of the Qaliwana and Nukunuku Creek confluence, through a 2 km tunnel from weir to penstock and km penstock to a power station on the banks of the Ba River. The weir will have the capacity to store up to 1,000,000 cubic metres (m3) of water which, at the maximum scheme discharge of 15 m3/s, is 8 hours storage.

The power house will be located on the bank of the Ba River and will house 2 Pelton wheel turbines with individual generators and balance of plant with PLC controls and associated switchgear and protection systems.

A loading bay and office annex will be provided within the main building, adjacent to the loading dock. This will house the controls, 415 volt (V) electrical panels, operator stations, office accommodation, communication equipment and standby generator. In addition, sleeping accommodation and cooking facilities will be provided for operating personnel and maintenance staff.

New road construction involves access to the Korolevu intake which will be obtained off the Lewa Road. It will pass the original Lewa intake and pass along the right bank of the Nukunuku Creek. Access to the Ba Power house and the downstream tunnel portal will be obtained from the Lewa Road above the Buya Buya Village. The road will also provide access to the Buya Buya Village. The access road to the Buya Buya Village will also be extended to provide road access to the high voltage substation near to the Buya Buya Village.

Mechanical and Electrical Plant configuration includes two Pelton turbine generators at the power station, Power house equipment and cranes. controls and communications, two 132KV lines from the Power house to the substation adjacent to the Buya Buya Village, a 132kV substation adjacent to the village, a 132 kV 5.4 km dual circuit transmission line from the substation to the existing Vuda / Wailoa transmission line and upgrade of communication and electrical protection systems between Vuda and Wailoa power station.

Consultant Terms of Reference

The services of the consultant will include but may not be limited to:

- Provide project management & engineering services in the key areas of Project Implementation - Assist FEA in evaluation of tender bids - Assist FEA in Contractors design, work plan, implementation methodology and project timeline reviews - Function as Project Manager for the Supply and Installations contract - Function as “Engineer” for the civil contract - Conduct factory audits and inspections as part of quality assurance process for the project with FEA - Assist FEA in contract administration and construction supervision during project execution - Provide regular project reports for FEA & International Funding Agencies - Facilitate smooth takeover and also ensure that the appropriate warranties for construction maintenance and operation are in place - Provide knowledge transfer and assist in Capacity Building to FEA Project Team - Coordinate the training program for FEA personnel in the operation and maintenance of the facilities - Monitor the implementation and adherence to the Environmental Management Systems and Plan for the Project

The consultant is expected to be on board by Quarter 3, 2007 and the project implementation will be in the fiscal year 2008 – 2010.

The FEA now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). In particular, the consultants should meet the following qualification and experience requirements listed below, based on the tasks in the TOR. Consultants may associate to enhance their qualifications. If the consultants decide to express interest in the form of an association, they need to submit a letter of association or an MOU which should clearly indicate whether (i) the association is in the form of a joint-venture or sub-consultancies, and (ii) in the case of a joint-venture association, the letter should explicitly state that the JV partners are jointly and severally liable for the assignments.

Consultant Qualifications & Experience

Consultant must have as a minimum, qualified and experience key staff in the following areas:

1. Project Management of hydro projects in the region and internationally 2. Construction Supervision of similar hydro projects 3. Geology & Geotechnical Engineers 4. Hydrology & Hydraulics Engineers 5. Tunneling & Penstock Design Engineers with Construction supervision & experience 6. Weir/Dam Design Engineers with Construction supervision & experience 7. Power Station Design Engineers 8. Civil, Electrical & Mechanical Engineers with hydro project implementation experience 9. High Voltage Substation & Transmission Design Engineers with construction supervision & experience 10. Power System & Protection Engineers 11. Communications & Control System Engineers 12. Commissioning Engineers with hydro plant commissioning experience

All identified Key Staff and their Curriculum Vitae should be included in the EOI submission

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
