Summary of Department’s/Program’s Role in MRRD or brief description of position National Area Based Development Programme (NABDP) is one of the national programmes of the Ministry of Rural Rehabilitation and Development (MRRD), funded and supported by the United Nations Development Programme (UNDP). Operational since July 2002, the NABDP has been instrumental in helping MRRD to fulfill its mandate. NABDP Phase Two (2006-2008) will focus on the following four interlinked strategic components:

Community Empowerment: establishing participatory and consultative mechanisms at district/provincial level, resulting in integrated rural development planning processes.

Economic Regeneration: establishing the capacity to formulate and regularly update comprehensive regional economic regeneration strategies that identify viable interventions for economic investment, poverty reduction and improving livelihoods.

Implementation Support: strengthening MRRD’s implementation capacity, including the ability to mobilize private and public resources and coordinate implementation arrangements among partners/stakeholders in order to deliver economic regeneration and rural development projects.

Institutional Development: strengthening institutional capacity and technical capability of MRRD to fulfil its mandate of promoting rural regeneration and livelihoods.

Support for Disbandment of Illegal Armed Groups (DIAG): NABDP has been supporting MRRD and the Disarmament & Reintegration Commission in developing the framework for implementing development projects in the communities where illegal armed groups are disbanded. The community consultation exercises were conducted through DDAs all over the countries. The prioritized development project that was identified in Farkhar district of Takhar province through the consultation exercises is a hydro power plant project.

In order to ensure technical quality of the project and stay within the budget, the NABDP is looking for a qualified candidate to fill the position of Hydropower Engineer.

Job description/responsibilities/tasks The major responsibility will be to ensure the technical aspects of the hydropower project from feasibility study, contour survey till designing and procurement for a proposed 300 KW hydropower project valued at around $1 million.

The current proposal, to be reviewed as part of the responsibility, has been designed by MRRD to help overcome energy shortfall at district level and entails creating a canal. The planned site is located in Farkhar district of Takhar province in Northeast Afghanistan. Power from the project will be transferred to all public sectors and private houses around 2,000 households in the district.

Under the direct supervision of the Programme Manager and closely working with DIAG Coordination Officer and Heads of Unit, the MRRD/NABDP Hydropower Engineer will be responsible for undertaking the following tasks:

1. Conduct feasibility study to identify and confirm the optimum scheme within financial, economic, social and environmental constraints 2. Train and build capacity of the MRRD civil engineers on survey, design and construction supervision, who conducted a preliminary study on the planned site 3. Review the design that MRRD civil engineers have produced – soundness, appropriateness, compliance with standard of the profession 4. Review the BoQ, standard costs and bidding documents 5. Monitor and advise to procurement processes from technical point of view 6. Develop quality control/oversight/monitoring methodology 7. Conduct internal pre-bid meeting 8. Review and assist in technical evaluation of bids 9. Review maintenance and operation plan (fee collection system etc.)

The successful candidates will have extensive experience working on a mini hydropower project and will have also been involved in feasibility studies for hydropower.

Required Education/Degrees/Skills - An engineering degree, a 1st degree in Civil Engineering + Masters in water resources related discipline would be considered desirable.

Work experience 1. Minimum 15-20 years of experience in hydro power engineering such as surveying, designing, and implementing 2. Experience and knowledge on planning, procurement, monitoring methods as well as reporting 3. International experience on mini hydropower schemes (>300KW installed capacity planned) would be preferred 4. Excellent computer skills on MS Office software (AutoCAD, Word, Excel, etc). 5. Excellent communication skills: speaking, writing, and advocating in international, multicultural settings 6. Fluency in English, knowledge of Dari and/or Pashtu languages desirable; 7. Prior experiences in working in Afghanistan is an advantage
