Job Description

IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.

Based in Kabul, Afghanistan, the Assistance in Building Afghanistan by Developing Enterprises (ABADE) is a four-year program which commenced in October 2012. ABADE primarily works with the private sector to strengthen the productivity of enterprises focused on sustained growth and job creation. ABADE’s objectives are to increase domestic and foreign investment, stimulate employment, and improve sales of Afghan products. Furthermore, ABADE is designed to complement other USAID programs that are focused on improving the business-enabling environment, increasing the workforce, and facilitating access to finance. ABADE’s alliances with Small and Medium Enterprises (SMEs) will accelerate productivity and job creation by mitigating risk, and leveraging contributions from private companies via alliances.

ABADE, along with other international donors, are currently working with an established Afghan ice cream manufacturer to significantly expand their production capacity and corresponding nationwide distribution network. With a major expansion such as this it is vital to have strong internal management systems in place to ensure that quality and standards are maintained across key operational components from production, storage and distribution, to final sales. In light of this, ABADE wishes to recruit an Ice Cream Factory Management and Distribution Expert to assist the company to develop these internal management systems and train the company mangers in their practical implementation.

Duties and Responsibilities:

The objective of this assignment is to support ice-cream related PPA development and implementation. ABADE will utilize expatriate consultant support in the start-up of a new ice-cream production line, as well as provide additional management support and guidance to the partner.

During the assignment, the Consultant will:

  • Conduct review of current management systems across key components such as:
  • Handling and production procedures and processes at the main factory site;
  • Packing, storage and inventory systems at the main factory site;
  • Distribution practices to the regional centers;
  • Operational practices at the regional distribution centers with a focus on cold storage and ice cream cart/bicycle fleet operation and maintenance;
  • Transportation practices to locations beyond the regional storage/ distribution centers;
  • Development of Good Management Practices (GMP) and/or Standard Operating Procedures (SOP) covering buildings/facilities, sanitary operations, sanitary facilities and controls, equipment, material storage, material handling, production processes, personnel, packaging, storage, transportation and distribution, in conjunction with local managers;
  • Train local managers in the practical implementation of developed GMPs and SOPs.

Outputs and Deliverables:

  • Report detailing the review of current handling, production, packaging, storage, inventory and distribution processes and procedures;
  • Tailored sets of industry standard GMPs and/or SOPs in the following areas: buildings/facilities, sanitary operations, sanitary facilities and controls, equipment, material storage, material handling, production processes, personnel, packaging and storage, transportation and distribution, accepted by management and ABADE;
  • Training conducted in above mentioned sets of GMPs and/or SOPs;
  • End of consultancy report.

Qualifications:

  • Practical knowledge of ice cream production and distribution processes with management experience in the industry;
  • Willingness to travel to Afghanistan;
  • Familiarity with WCB Ice Cream production lines preferred.
