Project Description:
The Democracy and Elections Assistance Unit (DEAU) was established to enable the African Union Commission to implement its program for the promotion of democracy and democratic elections on the continent. The objectives of the Unit include coordinating and organizing observation and monitoring of elections, providing electoral assistance and training, and engaging national election management bodies (EMBs) in Africa.
In order to support the above-mentioned tasks, IFES, along with its partner EISA, worked closely with DEAU staff to set up a database of election experts. This database is divided into four sections: EMBs of AU member countries, African CSOs involved with democracy and elections, African election experts, and AU election observers. It includes CVs for all individuals listed and user-friendly data retrieval. The database is one of the DEAU’s most cherished tools and has the potential to serve institutions throughout the continent and the AU may wish to offer access to it for the international community.
Job Responsibilities:
In the light of this, IFES-AU seeks an ICT consultant to conduct a systematic analysis of the DEAU’s current knowledge management system and improve the DEAU’s administrative and management capabilities and efficiency by devising a strategy to identify tools for organizing, accessing and disseminating information and for providing access to resources related to assessments, mission and observation reports, electoral standards, events, evaluations, and the electoral database, among others. This improved database will help facilitate the task of election officers of selecting observers and experts depending on the profiles/expertise needed.
Tasks and responsibilities:
Under the immediate supervision of the IFES-AU Chief of Party, the ICT consultant is to undertake the following tasks:
-Conduct a systematic analysis of the capabilities and accessibility of the DEAU’s current knowledge management system
-Devise a strategy and identify tools for a knowledge management system
-Make recommendations regarding the proper utilization of tools for updating the database
-Identify IT-related strategies for reaching out to and recruiting potential election observers, experts and institutions working in the area of elections and democracy.
-Provide any other requested advice on the area of ICT and elections that may be required during the preparation and/or implementation of electoral assistance projects in the field.
It would also be an advantage if the consultant can provide the following database technical services:
-Design, develop, and implement complex database systems, tools, and applications
-Provide a thorough understanding of relational database
-Design and troubleshoot the data access layer of an application
-Write relational and multidimensional database queries
-Create and deploy reports system
-Build distributed systems
-Design application integration test plans
Qualifications:
Advanced university degree (Masters) in computer engineering, information technology, computer science, information science or any other related discipline
The Consultant should have:
•Minimum of 8 years of experience in Information Communication Technology specifically Database Management activities
•Experience in international affairs, preferably in an international organization or government department
•Experience in electoral issues
Competencies:
•Excellent computer programming skills
•Excellent communication and presentation skills in written and spoken English
Language:
•Fluency in English (written and oral)
•Knowledge of French considered an advantage
