Job Description

CHF International is seeking and Information and Communication Technology (ICT) Manager for its USAID/Higa Ubeho program in Rwanda. This position is responsible for oversight and continuous improvement of CHF Rwanda IT systems and subsequently manages the overall organization technologies and provides IT support and staff capacity building on IT. She/he is responsible for maintaining the email domain (creation and deletion of staff email accounts), managing all other IT and communication equipment to ensure adequate and effective support to staff’s productivity. He will monitor trends from staff helpdesk tickets, identify and arrange for training needs for staff. These trends will also be used as evidence based resource for initiating the necessary management action to resolve emerging challenges before these become problems affecting IT resource availability or functionality and effectiveness. S/he will be responsible for ensuring that a fully functional disaster recovery strategy is fully implemented and functional at all times. S/he might also be required to identify ICT based solutions that address the implementing partners or the program staff programming challenges. S/he will manage and supervise the ICT officer.

PRIMARY JOB RESPONSIBILITIES

  • Manages network operations to include: trouble shooting connectivity problems; installing and maintaining routers; adding/terminating users; assigning rights and access; resetting passwords; establishing email addresses; assessing and reporting operational status; performing backups and restores; etc
  • Responsible for detection, mitigation and documentation of information technology risks;
  • Develop and maintain a fully functional disaster recovery strategy that ensures the availability, continuity and security of organization data and information;
  • Respect confidentiality in managing the organization data and information and put in place measures that promote this within the organizations ICT infrastructure;
  • Manage and maintain the Microsoft applications and systems including but not limited to Windows operating systems and other software that we might deploy for our use as an organization;
  • Manage the acquisition , installation and maintenance of the organization’s local area network hardware and software;
  • Arrange for routine and preventive maintenance of all the organization’s ICT systems hardware and software;
  • Maintain a thorough knowledge of the organization’s operations and standards and constantly monitor these against our ICT infrastructure and policy framework to ensure that both are fully aligned.
  • Conduct annual review and revision of the policy guidance to staff and managers to ensure that this is kept in context and meets our business needs.
  • Keep abreast of current and emerging technology and be at the forefront of providing ICT based support and solutions that support our programming work with a focus mainly on M & E.
  • Be the main liaison point for leveraging emerging IT solutions information sharing with and drawing the necessary support from existing expertise within the HQ IT unit.
  • Conduct new staff orientations, troubleshoot any ICT related challenges facing staff in their work, maintain a log of all ICT helpdesk issues, identify emerging trends, identify relevant solutions to emerging problems i.e. staff capacity, technology capacity or infrastructural capacity gaps, and initiate prompt management action in addressing these.
  • Responsible for monitoring compliance with ICT policies within the organization and put in place systems that support this.
  • Participate fully in budget preparation with a focus on ICT resourcing, and also participate fully in developing a procurement plan for ICT resources and in supporting any ICT related procurement actions.
  • Develop annual technology goals and detailed plans for their achievement.
  • Provide technical supervision of the ICT officer/interns (where required) and manage position descriptions, job evaluations etc.
  • Other Duties and responsibilities as will be assigned by the DFA or CoP

EDUCATION and/or EXPERIENCE

  • Education: Bachelor’s degree in computer science, ICT or another relevant field;
  • A minimum of 3 years progressive ICT experience;
  • MCSE( Microsoft Certified Systems Engineer) certification;
  • Knowledge of common networks topologies and protocols(TCP/IP);
  • Knowledge of Microsoft and Linux operating systems and software;
  • In-depth Knowledge of PC hardware and software;
  • Knowledge and Experience with databases; including Cisco and other major information technologies systems certifications will be added advantage.
  • Equivalent combination of education and experience will also be considered.
