The ICT Officer – Project Manager will be working in the Projects and Applications Sector (PAS) within the Information and Communications Technology Unit (ICTU), of the Administration Centre (C5). The jobholder will ensure the successful completion of organisation-wide projects and schedule the IT work through the proper channels. The ICT Officer – Project Manager is required to deliver the work with a high level of professionalism and attention to user and detail, and will be responsible for the following tasks:
- Independently manage ICT projects over the full project lifecycle, from project feasibility analysis, initiation, right up to closure.
- Assist business case preparation, coordinate problem/needs assessment, and requirements gathering through business analysis to establish overall scope and sizing of project deliverables to EUAA stakeholders.
- Manage the day-to-day operational and tactical ICT projects execution to ensure adherence to budget, schedule, scope and ensure compliance of all project-related activities with EUAA’s rules and standards.
- Coordinate procurement activities for ICT projects, including but not limited to software, licenses, Quoted Time and Material consultancy services, and Fixed Price engagements.
- Evaluate deliveries from external contractors, and review quality of output and accuracy of efforts of contractors.
- Define scope of and coordinate user acceptance testing and user change management.
- Support and implement quality control key performance indicators, ensure all projects documentation is up-to-date and available for reference.
- Understand, assess, and manage risks and issues related to the assigned ICT projects.
- Manage and monitor budgets for assigned ICT projects as well as routine administration of assigned financial resources.
- Draft presentations, provide up-to-date statistics and periodical reports on the ongoing ICT projects thereby engaging all stakeholders.
- Provide project management expertise for internal and external stakeholders, and contribute to improving EUAA’s project management capabilities and execution maturity.
- Contribute to the draft of general ICT management documents such as policies, SOPs, WINs and Guidelines.
- Provide support in the organisation of in-house learning activities, teambuilding events, Digital Innovation initiatives, EU inter Agency and EUAA events.
- Perform any other tasks, in the interest of the service, as required by the Head of Projects and Applications Sector, and/or the Head of ICT Unit.
Requirements
A) Eligibility Criteria
Candidates will be considered eligible for selection based on the fulfilment of the following formal criteria by the deadline for applications:
- Have a level of education that corresponds to completed university studies of at least 3 years attested by a diploma.
- Be nationals of one of the Member States of the European Union, Iceland, Liechtenstein, Norway, and Switzerland.
- Be entitled to full rights as an EU citizen.
- Have fulfilled any obligations imposed on them by the laws on military service.
- Possess a thorough knowledge (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL) of one of the official EU languages and a satisfactory knowledge (level B2 in all dimensions as per the CEFRL) of another one of these languages to the extent necessary for the performance of the duties pertaining to the post.
- Meet the character requirements for the duties involved.
- Be physically fit to perform the duties linked to the post.
Only diplomas issued by EU Member State authorities and diplomas recognised as equivalent by the relevant EU Member State bodies are accepted. If the studies determining eligibility took place outside the European Union, the candidate is required to present documentation attesting that their qualification is recognised by a European Union Member State body delegated officially for this purpose (such as a national Ministry of Education). Only candidates who have received an offer letter will be required to provide this documentation.
Before the appointment, the successful candidate shall be asked to provide proof of a non-existent criminal record.
Before the appointment, the successful candidate shall be medically examined by one of the institutions’ medical officers which will enable EUAA to ensure that he/she fulfils the requirement stated in Article 28(e) of the Staff Regulations of the Officials of the European Union.
B) Selection Criteria
If the eligibility criteria set out in section A) Eligibility criteria are met, the candidates’ applications will be evaluated on the following selection criteria. These criteria have been subdivided into two categories: Essential and Advantageous Selection Criteria.
Please note that all Essential criteria are mandatory, meaning that no application will be assessed further if a candidate obtains a zero score in any of the Essential Criteria. The most suitable candidates with the highest overall scores will be invited to an interview.
Essential
- Professional experience of at least 3 years in managing ICT projects and tasks relevant to section Job description.
- Professional experience in formulating scope of ICT projects through business/feasibility analysis, performing sizing and efforts estimation, detailed project planning in support of business case for project board approvals, managing and monitoring budgets for ICT projects and administration of assigned financial resources.
- Professional experience in managing business stakeholders and delivering project presentations to them, and/or moderating project workshops.
- Valid Project Management certification (e.g. Prince2, PMP, PM2), and/or valid certification in Agile methodologies such as Scrum, DevOps or DevSecOps.
Advantageous
- Professional experience with Microsoft Project Server and/or the Atlassian suite of applications and/or Microsoft Azure DevOps.
- Professional experience in performing systems analysis and facilitating architecture and design of integrated solutions using different technologies.
- Professional experience in maintaining or developing MS SharePoint / NET applications, Drupal based applications, and Microsoft Dynamics 365 applications.
- Professional experience in managing outsourced ICT services, both as Fixed Price projects, and Quoted Time and Means consultancy services.
- Understanding of digital innovation areas such as Artificial Intelligence, Machine Learning, NLP, Process mining, Open-source intelligence, or transcription and translation of languages.
C) Evaluation during interviewing process
Candidates invited to the interviewing process (interview and written test) will be assessed based on the essential and advantageous criteria described in this Section, and the following additional criteria relevant to the post:
- Excellent written and spoken communication skills in English, the working language of the EUAA.
- Competent user of electronic office equipment and applications (word processing, spreadsheets, presentations, electronic communication, internet etc.).
- Ability to work under pressure and meet deadlines on multiple tasks.
- Excellent analytical and critical thinking skills.
- Excellent communication and well-developed interpersonal skills.
- Strong service-oriented attitude and flexibility.
- Accuracy and attention to detail.
- Knowledge of the mission and organisation of the EUAA.
