Functional responsibilities
Under the responsibility of the Project Manager, the incumbent ICT Specialist - ICT Infrastructure Will perform the following tasks / responsibilities :
Support the UNOPS technical team
Support the team assigned to the supervision of the projects to which he/she will be assigned.
Accompany the UNOPS technical team assigned to the implementation of the project(s) to which he/she will be assigned.
Work closely with the Ministry of Health team to understand and accurately identify needs related to the IT infrastructure and equipment.
Market research to identify the appropriate IT technologies and local equipment & services providers.
Needs Assessment for Integrated smart Data Centers solutions for hospital networks
Validate proposed solutions and the technical specifications required for the purchase of smart data center and network equipment and software.
Prepare the terms of reference or technical specifications for the Data Centers solutions and the services in view of the upgrade of the existing network infrastructure dedicated to administrative & clinical data operations in several hospitals in the country.
Prepare the terms of reference for recruiting the firm in charge of the technical assistance services: Quality Control, Testing and validation of the works (Installation of Data Centers solutions, training,… ) in several hospitals in the country.
Participate in the definition of the procurement strategy for equipment and services (hardware, integrated smart data centers, wiring, cabling…) required for the rehabilitation or reinforcement of the IT infrastructure and connectivity of hospital network systems.
Participate in the evaluation process during tenders
Supervise and Coordinate the implementation of the solutions in multiple hospital sites,
Ensure the follow-up and quality of implementation of IT solutions, including delivery, installation, commissioning and interfacing of equipment. Supervise the installation and configuration of equipment (switches, routers, cabling, data centers, servers, etc.)
Work closely with the support team to optimize the activities of the project(s) to which he/she will be assigned.
Perform any other tasks as instructed by the Project Manager to facilitate the execution of the deliverables of the project(s) within which he/she will be assigned.
Prepare of the terms of reference for the audit of hospitals IT system and data centers
Project management:
Plan and execute work packages related to IT data centers, IT networks & architecture.
Collaborate with other teams to achieve objectives.
Technological innovation:
Monitor technological trends and development in the fields of IT systems and networks.
Propose and implement innovative solutions to improve the IT systems and data center efficiency
Education/Experience/Language requirements
Systems & Network Engineer, Telecommunications systems Engineer, Computer Sciences Engineer or equivalent field.
A combination of a Bachelor’s degree in a relevant field with an additional 2 years of relevant work experience might be accepted in lieu of the education requirements outlined above.
Professional certifications :
Strongly recommended :
Data Center Engineering Specialist (DCIS) or Data Center Technology Professional (DCTP) or Data Center Manager (DCM) or Data Center Expert (DCE) or Equivalent certification related to Data Center Technologies.
Cisco Certified Network Associate (CCNA) or Equivalent
Certified Information Systems Security Professional (CISSP) or Equivalent
Asset ( Preferred) :
ITIL Certification
Cisco Certified Network Professional (CCNP)
Certified Information Systems Auditor (CISA)
VMware Certification
Microsoft Certified Systems Engineer
Certified Wireless Network Professional (CWNP)
Additional Competencies:
Proficiency in French is required.
Proficiency in English is required.
Knowledge of Arabic is an asset.
