Functional responsibilities
Under the responsibility of the Project Manager / IT Manager, the incumbent ICT Specialist-Systems and Network- will be responsible for designing, auditing and supervising the implementation of IT infrastructure activities with a primary focus on systems and network components.
The incumbent ICT Specialist-Systems and Network- will perform the following tasks / responsibilities :
Audit and Optimization of IT systems and hospital networks
Support and work in close collaboration with the UNOPS technical team assigned to the execution of the project(s) to which he/she will be assigned.
Work closely with the Ministry of Health’s IT technical team to understand the project requirements and accurately identify the needs.
Assess the quality of the technical assessment reports and proposed technical solutions recommended by the Ministry of Health’s IT team.
Perform site visits to confirm and validate the technical information and recommendations report.
Recommend adapted technical solutions in view of optimizing the reliability, security, and performance of the hospitals’ network infrastructure system including routers, switches, firewalls, and wireless devices.
Market research to identify third party service providers in the field of systems and network solutions.
Draft the terms of reference for the technical assistance mission aiming to audit 20 hospitals’ network systems and recommend solutions for optimizing and upgrading the IT network systems dedicated to operations & clinical data in a healthcare environment.
Participate in defining the procurement strategy for equipment and/services (hardware, software, networks)
Participate in the technical evaluation processes of offers received.
Validate the proposed solutions as well as the technical specifications required for the purchase of equipment and software for the computer system and networks
Quality assurance of the technical assistance & Audit mission with the objective of recommending solutions for optimizing IT network systems and physical connectivity infrastructure.
Analyze the audit results and hospital visits to make recommendations for upgrading / optimizing the solutions.
Ensure the monitoring and quality of implementation of the IT upgrade activities including delivery, installation, commissioning and interfacing of the network components.
Quality assurance and supervision of the installation and configuration of the network solution (switches, routers, cabling, central servers, etc.) and the deployment of IT softwares.
Collaborate with other teams, including other IT experts to achieve project goals and objectives.
Conduct research on network products, services, protocols, and standards to remain abreast of developments in the networking industry.
Devise and implement innovative solutions to improve the efficiency of proposed activities.
Perform all other tasks as directed by the Project Manager in order to facilitate the execution of the deliverables of the project(s) to which he/she will be assigned.
Education/Experience/Language requirements
Computer software engineer, Computer systems and networks engineer or Computer Telecommunications Engineer.
A combination of a Bachelor’s degree in a relevant field such as Computer Science, with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Asset ( Preferred) :
Five (5) years of professional / practical experience in IT systems and communications network infrastructures
Experience working successfully with a variety of stakeholders particularly governments and development partners is an asset.
Additional Competencies:
Comprehensive understanding of network services and networks such as TCP/IP, OSPF and EIGRP
Proven experience with network capacity planning, network security principles, and general network management best practices.
Proven experience in systems and network engineering including with LAN, WAN, WLAN, and WWAN design and implementation.
In-depth knowledge of network architecture, protocols, operating systems and databases.
Ability to analyze and evaluate networks, identify issues and provide solutions to ensure networks are operating efficiently
Strong knowledge of network protocols, security, and best practices.
Proficiency in server and network hardware and software components.
In-depth knowledge of network technologies and communications infrastructures
Proficiency in French and English are required.
Knowledge of Arabic is an asset.
