ICT Workforce Development Advisor

Job Description

Sibley International specializes in international development consulting services for both emerging and established markets. Sibley International is looking for two Senior ICT Workforce Development Advisors for an ICT Development Project in Tunisia, aimed at providing technical assistance on ICT sector development to enhance its role as a catalyst for accelerated private sector growth and job creation. The proposed assistance will focus on following three components essential for ICT development: 1) Increase ICT entrepreneurship and SME development and expand the role of the SME sector in driving ICT competitiveness and maximizing ICT-driven employment/export growth; 2) grow ICT workforce training and job placement in Tunisia and 3) reduce ICT sector policy and regulatory growth constraints in Tunisia.

The Senior ICT Workforce Development Advisor will be responsible for the implementation of Component 2 i.e., to work closely with the ICT industry leaders, public and private training institutes to grow and develop Tunisia’s ICT sector workforce. Illustrative activities include strengthening services provided by existing VET institutions, improving curricula/policy/information distribution, arranging for VET services to be provided directly within value chains, improving labor market data and analysis for ICT subsectors.

• Preferred minimum qualifications:
• At least 15 years of experience in workforce training and placement programs in the ICT sector;
• At least 7 years in business management and development;
• MA in Human Resource Development or the equivalent;
• Excellent leadership and advocacy skills, excellent writing ability and strong cross-cultural interpersonal skill;
• Fluency in Arabic/French preferred.
