Functional responsibilities


1. Refining and Operationalizing the Measurement Framework

  • Coordinate the refinement and update, and apply a fit-for-purpose measurement framework to assess the outcomes of Big Push and broader RBM coordination efforts, including CO-OPs.

  • Update indicators and metrics to measure efficiency, influence, and impact, ensuring alignment with the RBM results framework and global malaria goals.

  • Establish simple, real-time reporting dashboards or tracking tools that provide timely insights into progress and areas requiring attention, ensuring consistency with the monitoring frameworks of the SME Working Group and other key partners.

2. Supporting Evidence-Based Decision-Making

  • Generate regular performance analyses and efficiency insights to support strategic decisions within the Big Push Cell and RBM Secretariat leadership.

  • Provide analytical support to the Technical Coordinator and CO-OP Coordinator to prioritize countries or initiatives with the highest strategic return and potential impact.

  • Collaborate closely with the SME Working Group, and partners to ensure alignment and interoperability with global and national M&E systems, avoiding duplication and enhancing synergies.

3. Driving Accountability and Transparency

  • Produce validated, high-quality updates progress briefs, quarterly syntheses, and annual summaries that highlight achievements, gaps, and learnings from RBM-coordinated efforts.

  • Contribute to internal Secretariat accountability mechanisms and external reporting to donors and governance bodies, ensuring alignment with the transparency standards promoted by the SME Working Group.

  • Foster a culture of learning, transparency, and adaptive management within the Big Push Cell and broader Secretariat, promoting accountability in line with RBM’s values.

4. Strengthening Learning and Adaptive Planning

  • Organize and facilitate periodic learning reviews with Secretariat teams and partners to share lessons, identify bottlenecks, and propose corrective actions.

  • Document and disseminate case studies and success stories showcasing how RBM coordination efforts contributed to impact and efficiency in country-level implementation.

  • Use data and analysis to identify areas for improvement, innovation, or increased support, and propose measures for enhancing performance.

5. Supporting Strategic Advocacy and Resource Mobilization

  • Collaborate with the External Engagement Advisor to transform M&E findings into compelling narratives and advocacy materials demonstrating the impact of RBM’s coordination efforts.

  • Provide targeted inputs for donor reporting, partner engagement, and external events, reinforcing the value of investing in coordinated, partner-led malaria action.

  • Use performance and results data to advocate for sustained or increased financing for prioritized malaria interventions through the Partnership.

Impact of Results

The work of the Impact & Efficiency Measurement Advisor will significantly enhance the RBM Partnership’s ability to demonstrate the value and effectiveness of its coordination role in the global malaria response. By embedding a strong culture of performance monitoring, evidence use, and learning within the Big Push Cell and the broader Secretariat, the Advisor will:

  • Enable data-driven decision-making that enhances the efficiency and effectiveness of the Big Push-related interventions;

  • Strengthen the RBM Secretariat’s capacity to generate and communicate high-quality evidence on how coordination and partner alignment contribute to measurable impact in malaria control and elimination;

  • Improve accountability to partners, governance bodies, and donors through credible, timely, and transparent reporting;

  • Support the RBM Partnership’s positioning as a results-oriented convener that catalyzes global and country-level progress toward malaria elimination goals;

  • Ensure alignment and synergy with the work of the Surveillance, Monitoring, and Evaluation (SME) RBM Working Group, contributing to stronger and more coherent measurement approaches across the partnership.

Ultimately, this role will be instrumental in elevating the visibility of RBM’s contributions, informing strategic course corrections, and driving sustained investments in coordinated action to end malaria.



Education/Experience/Language requirements


Education

  • Master’s degree preferably in economics, development economics, statistics, social / financial impact, international development or another relevant social science discipline.

  • A bachelor’s degree in economics, development economics, statistics, social / financial impact, international development, another relevant social science discipline with a combination of two additional years of relevant experience may be accepted in lieu of the master’s degree.

Experience

  • Minimum of 7 years of progressively responsible experience in the development, monitoring and evaluation or costing or results based management or impact measurement in low and middle income countries is required.

  • Out of the seven (7) years, three ( 3) years of relevant work experience in the development, implementation and management of public health projects is required.

  • Ability to think broadly about impact, results measurement and its value to the private sector coupled with knowledge of leading international standards for impact assessment is desired.

  • Demonstrated technical expertise the application of impact metrics in a development / catalytic financing context is desired.

  • Demonstrated knowledge of global health, sustainable development goals and/or alternative finance is desirable.

Language

  • Fluency in English is required.

  • Fluency in another UN language, particularly French is desirable.
