Job Description

Particip is looking for a Imprest Accounting Officer for the “Enhancement of the Policy, Legal and Regulatory Environment and Capacity Building for Renewable Energy and Energy Efficiency” in Zambia with the following profile:

Qualifications and skills

  • An internationally recognised qualification in accounting, with full membership of an internationally recognised accountancy institution.
  • A relevant post- graduate qualification will be advantageous.

General professional experience

  • Minimum 10 years professional experience in accounting.

Specific professional experience

  • Experience in EDF projects and programmes will be advantageous.
  • Experience of developing and managing EU Programme Estimates and working with authorities on associated administrative and contractual issues will be advantageous.

The assignment will be based in Lusaka, Zambia but missions in other parts of the country are possible. The intended start date is mid December 2017 and the period of implementation of the contract will be 48 months from this date. Estimated number of in country work days is 750.

The overall objective of the project of which this contract will be a part is to increase access to clean, reliable and affordable energy and renewable energy production in Zambia.

The expected results are:

  • Revised sector wide policy, encompassing also analysis of gender equality within the sector (including the role of men and women as decision makers), the productive uses & waste management aspects;
  • Country strategy for RE & EE and necessary regulatory documents developed;
  • Mandates of public institutions involved in RE & EE deployment; reviewed; rationalisation and reorganisation of the sector institutions (e.g. aligning available staff and resources to core responsibilities and priorities) supported;
  • Institutional and procedural adjustments proposed to streamline investment processes including licensing & permitting procedures for project developers;
  • Capacity Building programme designed and successfully implemented.

The Imprest Accounting Officer is responsible for drawing up the financial and contractual part of the programme estimate. Jointly the imprest administrator, s/he submits the programme estimate for authorisation to the NAO representative. For the imprest component, the imprest accounting officer is responsible for verification of expenditure and corresponding payments and recoveries after their authorisation by the imprest administrator. This also includes responsibilities for the bookkeeping of these operations. During implementation of the programme estimate, the imprest accounting officer keeps the accounts of the imprest component in accordance with the rules of the PE Guide and its Technical and Administrative Provisions and the Zambia accounting standards and policies.
