Individual Consultant/Analyst for National-Level Legal and Policy Analysis on Children’s Right to Safe and Healthful Conditions of Work in the Philippines

Background:
The goal of the Against Child Exploitation (ACE) Project is strengthened capacity of the government to address the worst forms of child labor (WFCL), including the online sexual exploitation of children (OSEC), and violations of acceptable conditions of work in the Philippines and another country in Asia. ACE will help the government popularize the law to ensure a better understanding of what is acceptable child work and what is prohibited for children. Conditions of work for allowable child work will also be explained so that any violations can be prevented. The project will contribute to achieving this goal through working towards three long-term outcomes: 1) Improved enforcement of the legal framework pertaining to WFCL, including OSEC, and violations of acceptable conditions of work in the Philippines and another country in Asia; 2) Improved assistance services for victims of WFCL, including OSEC, and violations of acceptable conditions of work in the Philippines and another country in Asia; and 3) Strengthened partnerships to accelerate progress in addressing WFCL, including OSEC, and violations of acceptable conditions of work in the Philippines and another country in Asia.
Purpose:
ABA ROLI seeks an Individual Consultant/Analyst (“Analyst”) who can, on a remote basis, conduct a national-level legal and policy analysis of minimum standards for occupational safety and health (OSH) to uphold children’s right to safe and healthful conditions of work, and the review and analysis of child work vs. the worst forms of child labor (WFCL), in the Philippines. (“Analysis”).
Detailed Scope of Work:
Diagnosis Phase:
The Analyst will be expected to engage stakeholders (government, civil society, private sector, and community members) to understand gaps in policy implementation, service delivery, and the localization of laws.
Reporting Phase: Final Report to Include Recommendations and Lessons Learned
The Analyst will be expected to liaise directly with ABA ROLI-Manila based staff and will report to the Philippines-based Country Director, with substantial involvement by ABA ROLI Headquarters (HQ) program staff.
The anticipated duration of the remote-based assignment is between eight and twelve weeks. The Analyst will work within the framework of the Department of Labor-funded “Against Child Exploitation (ACE) Project: Strengthening Communities in Asia to Address Child Labor through a Unified and Participatory Approach”.
