Job Description

Objective and Purpose of the Assignment

Objectives of the position:

• Providing technical support in all project areas of biomedical engineering;

• Preparation of lists of medical equipment and their specifications;

• Cooperation with the international biomedical equipment engineer on the preparation of technical specifications;

• Providing assistance to the procurement specialist in the preparation of tender documents and technical evaluation of received proposals;

• Coordination and monitoring the installation of the supplied equipment in accordance with the requirements;

• Prepare the consolidated Initial Environmental Examination (IEE) study as per ADB’s SPS 2009 as well as in accordance with Environmental Assessment and Review Framework (EARF) prior to the start of the civil works;

Scope of services (job description)

• Support UNOPS to collect information on projected laboratory and hospital workload, patient flow, special requirements for serious cases, special consumables, oxygen, ventilation, isolation, sterilization, utilities and waste disposal;

• Support UNOPS to evaluate equipment readiness, adjustment, maintenance, equipment supply, as well as testing, record-keeping and other quality assurance measures;

• Review plans for renovation of laboratories and hospitals, considering the equipment options, use and maintenance in accordance with WHO standards, and provide UNOPS and MoH with instructions sets and guidelines;

• Identifying and documenting of criteria for selection of equipment, such as standardization, performance, ease of use, durability and maintenance requirements;

• Assisting UNOPS, MoH and SES in identifying the necessary list of equipment, preparing technical specifications and tender documents for procurement of equipment;

• Support UNOPS to prepare the estimated cost (with supporting documents) for the equipment to be procured;

• Support UNOPS to prepare neutral technical specifications (with supporting documents) for the equipment to be procured;

• Assist in the inventory of supplied equipment under the project in accordance with national requirements;

• Monitoring during commissioning and installation of medical equipment and devices;

• Control during the conclusion of contracts and the acceptance of goods and services (Confirmation that suppliers provide all necessary guidelines, training, use and maintenance of equipment);

• Control that infectious materials and wastes are properly handled in accordance with the protocols, training, use of equipment, consumables, providing a quality control, testing and technical inspection.

• Provide orientation to MOH regarding environmental and social safeguards;

• In collaboration with UNOPS conduct community consultation at proposed field sites and report this as reporting arrangement according to ADB requirements;

• In collaboration with UNOPS identify any unanticipated environmental issues if they arise and integrate in the Environmental Management and Monitoring Plan (EMP);

• In collaboration with UNOPS Provide MOH, hospitals and laboratories guidance on mitigation of these impacts, through the development of guidelines for waste management, health and safety risk assessment and management plans, provision of PPE, and training;

• In collaboration with UNOPS Provide training on implementation of the EMP and above-mentioned plans to contractors, hospitals and laboratories;

• In collaboration with UNOPS Propose measures to improve protection of health staff, patients, and contacts;

• Review the resettlement framework with MOH and hospital managers if applicable;

• In collaboration with UNOPS Assist each hospital, health care center to be refurbished with quarantine treatment center and guide the contractors to prepare, implement and monitoring site specific Environmental Management Plan (EMP), including waste management, health and safety risk management plans;

• Closely supervise and monitor the implementation of these EMPs Preparation of waste management plan in accordance with ADB’s guidance note on managing infectious medical waste as well as in compliance with national waste management regulations;

• In collaboration with UNOPS Providing trainings to hospital staff, and other stakeholders on hospital waste management plan;

• Report on the implementation and monitoring to MOH on a monthly basis; assist MOH in preparation and submission to ADB and AIIB of Semi Annual Environmental Monitoring Report (SAEMR); Assess if there are any resettlement issues in the hospitals targeted for refurbishment using ADB approved screening tool to confirm the lack of impacts related to economic displacement and restriction of access in land use;

• Advice on application of the resettlement framework if required.

Minimum Qualification Requirements:

• At least 8 years of work as a technical specialist / or engineer / or technologist in the procurement of medical equipment;

• at least 4 years’ experience in environmental assessment of development projects including community consultation and implementation of environmental safeguards

• experience in projects financed by international financing institutes (ADB, WB or similar) is an advantage. Education

• At least a Bachelor of Science degree in biomedical sciences or in environmental sciences.

• Additional education or certificates in procurement of medical equipment is preferable. Other skills

• Knowledge of Uzbek and Russian languages is required, knowledge of English is preferable.

• Advanced PC/IT user (MSWord, Excel, and PowerPoint).

• Ability to travel to the regions of the Republic of Uzbekistan.
