Job Description

Scope of Work

The consultant will support implementation of GESI activities in the project. He/she will be located at the project implementation unit (PIU) of MMRDA and will work under the overall guidance, supervision, and direction of the gender focal person of MMRDA and Maha Mumbai Metro Operations Corporation Limited (MMMOCL) for effective GESI action plan implementation, monitoring and reporting.

Detailed Tasks and/or Expected Output

(i) GESI action plan implementation. Responsible for overall implementation of all GESI action plan activities and gender actions in the project’s Design and Monitoring Framework (DMF). Necessary coordination with different stakeholders for effective implementation. Some of the key deliverables include:

  • Establishing an inclusive workplace. This involves
    (i) developing a yearly plan to meet targets in the GESI action plan;
    (ii) ensuring functioning of gender-related committees prescribed by Government of India and Government of Maharashtra;
    (iii) establishing a child care center in MMMOCL / MMRDA PIU based on needs assessment to be conducted, on terms, timing and modalities endorsed by management.
  • Promoting gender and socially-inclusive operations. This includes
    (i) developing a GESI policy for MMMOCL and MMRDA;
    (ii) providing technical and secretarial support to GESI advisory committee and organize quarterly meetings of the committee;
    (iii) prepare training materials and modules for MMMOCL and MMRDA staff and conduct annual trainings; and
    (iv) designing and implementing at least three types of multimedia information campaigns demonstrating advantages (ease of access, safety, comfort) and ‘zero tolerance’ for sexual harassment.
  • Upholding highest standards for gender-inclusive infrastructure. Inform MMMOCL management of global and Pan-India approaches to gender-inclusive infrastructure pertaining to
    (a) affordability, safety, connectivity, and comfort of rail system operations;
    (b) public health aspects of operations;
    (c) gender-inclusive affirmative measures for women’s safe mobility;
    (d) designing and piloting special initiatives for the elderly, women and differently abled; and
    (e) pilot testing of additional gender design features as per the project’s GESI action plan.
  • Monitor gender- and social inclusion impacts of infrastructure development. The expert will prepare a methodology and conduct a study to evaluate the project’s socio-economic impact on the lives of at least 2,000 Mumbai residents (including 40% women), towards project completion.

(ii) GESI action plan monitoring and reporting. Collating and maintaining detailed progress reports for each GESI action plan activity. Developing requisite formats and systems for periodic reporting across each GESI action plan indicator. Preparing quarterly GESI action plan reports in the prescribed format. Identifying and maintaining means of verification for data verification and triangulation.

(iii) Development coordination and convergence. Conduct stakeholder mapping to develop customized communication strategies and partnerships for effective GESI action plan implementation. Partner with relevant government and nongovernment stakeholders for effective and sustainable implementation of activities.

(iv) Capacity development. Coordinate and organize gender-related capacity development training. Prepare participant list, concept note, agenda, and training resources for each program. Prepare and administer pre- and post-questionnaires to assess effectiveness of the capacity development initiative. Prepare and share training reports and maintain sex-disaggregated database for each training.

(v) Documentation of activities and qualitative data. The specialist will maintain proper documentation and record of each activity. Local media—print, radio, and television—will be used to showcase important events. The specialist will document mass events, consultations, workshops, seminars, trainings, etc., that will include sex-disaggregated participant data, signature sheets, event objectives, methodology, agenda, and feedback from participants. A template that covers all these aspects can be created to ensure consistency in reporting. A short-term impact assessment methodology will be developed to assess impacts created and to ensure qualitative information will be collected and maintained for incorporation in the Project Completion Report. Qualitative aspects of impacts through testimonials and in-depth interviews will be collated and documented, with photographic evidence wherever applicable.

Minimum Qualification Requirements

  • Master’s degree in social work, management sciences, gender studies, development studies, economics or related fields.
  • Minimum professional experience of 10 years in the field of gender mainstreaming, social inclusion, development planning, or related areas.
  • Experience in integrating gender perspectives into transport planning with a focus on inclusive infrastructure, equity, and safety.
  • Excellent oral and written English, Hindi and Marathi communication skills and ability to write clear and concise reports.
  • Experience in designing, conducting, and facilitating trainings/meetings/workshops.
  • Experience of working with the Government as well as UN agencies, multilateral banks, and international organizations is desirable.
