Individual Consultant: Expert in Financial Resource Mobilization (Relaunch)

Job Description

1. The AGRHYMET Regional Center, a specialized institution of the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS), has obtained funds (grants) from the World Bank under IDA (D920) and Dutch (TF0B8255) financing for the implementation of Component 1 of the West Africa Food System Resilience Program (FSRP). In accordance with World Bank procedures, AGRHYMET CCR-AOS intends to use part of this funding to make payments under the contract relating to the recruitment of an Individual Consultant/Expert in financial resource mobilization.

2. The objective of this recruitment is to ensure the development and operationalization of a strategy for mobilizing financial resources for CILSS, in general, and AGRHYMET CCR-AOS, in particular.

Specifically, the individual consultant must essentially:

  • Develop an effective resource mobilization strategy adapted to the areas of activity and services of CILSS/AGRHYMET CCR-AOS, taking into account, among other things, the economic model of AGRHYMET CCR-AOS, the accreditation of CILSS to the Green Climate Fund, the Adaptation Fund and the Environment Fund, etc.;
  • Support CILSS/GRHYMET CCR to take advantage of the capacities of the private and academic sectors to improve the production and delivery of its services.
  • Participate and support the development and implementation of the new CILSS/AGRHYMET economic model being developed within the framework of the FSRP.
  • Support countries in their efforts to use the concepts of Public Private Engagement and facilitate the promotion of related innovations for the benefit of these countries and CILSS/AGRHYMET;
  • Support the development of concepts to better include and benefit from investments by private sector actors in AGRHYMET CCR-AOS training programs;
  • Develop tools to strengthen the technical and financial capacities of CILSS/AGRHYMET CCR-AOS, in terms of seeking funding;
  • Develop strategic partnerships with local, regional and international organizations to support CILSS/AGRHYMET CCR-AOS activities.
  • Prospect, identify funding opportunities for the Work Plan (2023-2027) and strengthen the list of CILSS partners and in particular AGRHYMET CCR-AOS;
  • Ensure the planning, implementation and monitoring of resource mobilization activities for CILSS/AGRHYMET CCR-AOS.
  • Actively participate in setting up projects for CILSS and in particular AGRHYMET CCR-AOS and ensure the steps required to facilitate their acceptance for financing;
  • Participate in or organize meetings and/or financial resource mobilization events to identify and consolidate new funding and partnership opportunities;
  • Contribute to the transfer of knowledge and development of know-how in terms of negotiation for project financing and the mobilization of financial resources for the benefit of experts in the CILSS system;
  • Support CILSS in developing a program approach, benefiting from the support of its technical and financial partners;
  • Use the knowledge and experience of various CILSS projects in the development of new projects;
  • Promote an approach to CILSS/AGRHYMET CCR-AOS interventions that strengthens public-private engagement,
  • Contribute to strengthening the capacities of CILSS/AGRHYMET CCR-AOS to better promote its services to cover its financial needs,
  • Ensure reporting of meetings related to resource mobilization;
  • Contribute to the development and execution of the annual financial programming of the POA and CILSS/AGRHYMET CCR-AOS projects;
  • Carry out all other tasks related to achieving the objectives of AGRHYMET CCR-AOS and CILSS in general;
  • Carry out any other tasks assigned to him by the hierarchy at AGRHYMET CCR-AOS and by the senior management of CILSS.

3. The AGRHYMET Regional Center of CILSS invites interested individual consultants to provide a letter expressing their interest, a curriculum vitae and all documents (legalized diplomas and other proof of experience) proving their qualification to better perform the requested services.

4. The most experienced and qualified Consultant to successfully perform the assignment will be selected using the “ Selection of Individual Consultants ” method in accordance with the World Bank Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF), dated July 2016 (revised in November 2017, August 2018, November 2020 and July 2023), posted on the website: worldbank.org/html/opr/consult.

5. The duration of the contract is one (01) year, renewable depending on the performance of the Expert.

6. This call for expressions of interest is subject to the provisions of the Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF), 2016 Edition, revised in November 2017, August 2018, November 2020 and July 2023. Also, it is brought to the attention of consultants that the provisions of paragraphs 3.14, 3.16, and 3.17 1.9 of Section III of: “WORLD BANK, Procurement Regulations for Borrowers Requesting Investment Project Financing (IPF)”, 2016 Edition, revised in November 2017, August 2018, November 2020 and July 2023, relating to the World Bank’s rules on conflict of interest are applicable.
