Job Description

REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – Individual Consultant)

1. The Government of Mozambique (GoM) has received financing from the Worl Bank toward the cost of the GREEN ENERGY CORRIDORS PROJECTS. The funds were channeled through Electricidade de Moçambique, E.P (EDM) as implementing agent, and intends to apply part of the proceeds for individual consulting services.

2. The individual consulting services (‘’the services’’) include provision of technical assistance to the Project Implementation Unit on financial management of GECP and SOMA Project in a full-time based contract for 12 months, renewable based on performance and fund availability. The financial specialist will ensure compliance with World Bank and EDM procedure, manage project funds, maintain accurate financial records, prepare reports and disbursement documentation, coordinate audits, oversee accounting systems and controls, manage tax obligations, support budgets and procurements plan and provide financial information timely.

4. The Electricidade de Moçambique, E.P., invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Individual Consultants should submit CVs demonstrating that they meet the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) a degree in accounting, finance, management or related field and solid knowledge of international accounting standards (IFRS or IPSAS) ; (ii) a minimum 7 years of professional experience, with at least 3 years and 2 donor-funded experience projects; (iii) familiarity with World Bank policies, good knowledge of accounting software (e.g. Primavera, QuickBooks, Excel) and fluent in Portuguese and English will be an advantage. All supporting documentation should be attached to the Expression of Interest.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Procurement Regulations.
