Brief information on the project

The Climate and Biodiversity Hub Indonesia project aims to support the Indonesian government in strengthening the mainstreaming and implementation of its climate and biodiversity policy. The project is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and consists of two components: (1) The Climate Impact Response and Biodiversity Management Planning in Indonesia (ClimB) component focuses on support for BAPPENAS and (2) the Climate and Biodiversity (CLARITY) component collaborates closely with KLHK. This project also has an additional function as an IKI interface project called ‘IKI Hub Indonesia’ to manage the overall coordination and networking across all IKI-funded projects in Indonesia.

The implementation agreement between GIZ and KLHK has been signed on 15 March 2022. In cooperation with the Directorate General Climate Change (DGCC) and Directorate of Natural Resources and Ecosystem Conservation (DGNREC), the project aims to strengthen the policy framework that creates the enabling conditions for more effective and cohesive implementation of climate change mitigation, adaptation, and biodiversity conservation measures in Indonesia.

Context

The Indonesian Ministry of Environment and Forestry (KLHK) has established the Rumah Kolaborasi Konsultasi Iklim dan Karbon (RKKIK) in 2023 to facilitate collaboration and consultation on climate change and carbon economics. RKKIK supports the implementation of Indonesia’s Nationally Determined Contributions (NDCs) and the development of a robust carbon market.

RKKIK plays a crucial role in supporting the implementation of Indonesia’s climate action goals. This involves creating a framework for the issuance and trading of GHG emission reduction certificates. It expected to provide the technical guidance and support to project developers on methodologies, data collection, and reporting requirements for obtaining GHG emission reduction certificates.

GIZ, through the Climate and Biodiversity Project (CLARITY), will hire a consultant to support the process of issuance of GHG emission reduction certificate in RKKIK. The consultant will monitor, report, and verify greenhouse gas emissions reductions and review the methodologies. The activity will be part of the following CLARITY Output II.3 Support for the preparation and implementation of the Carbon Pricing instrument.

GIZ shall hire the contractor for the anticipated contract term, from February to 31 December 2025.

The contractor shall provide the following work:

  • Develop templates for both initial planning and subsequent reporting of climate change mitigation actions for various government ministries and agencies.
  • Classify methodologies suitable for carbon trading, carbon credits, and general mitigation actions.
  • Assess methodologies from various sources such as SK Dirjen, BNSP, and UNFCCC (CDM). For methodologies not covered by these sources, establish a process for evaluation by a dedicated methodology panel.
  • Provide input on the SRN web platform to accommodate the classified methodologies. For widely used methodologies, explore the possibility of developing models similar to SignSmart to simplify data input for proponents.
  • Support the collaboration with Bappenas to identify sub-national mitigation activities eligible for incentives or UNFCCC registration.
  • Conduct assessment on Mitigation Action Plan Document (DRAM) and Mitigation Action Achievement Report (LCAM).
  • Work closely with the MRV team on non-land-based sectors (energy, waste, and IPPU).
  • Ensure the accuracy and consistency of data submitted by various stakeholders.
  • Provide knowledge sharing between GIZ and MRV team in KLH.

    • 30% Interim payment (against deliverables)
  • Milestone 3
    • Report on Integrate methodologies into the SRN
    • Monthly activity report to GIZ Clarity
    • Deadline: December 2025
    • 30% Interim payment (against deliverables)

General qualifications

Education: Master degree in Environmental Engineering, Environmental Policy, and/or Public Policy.

Professional experience: 5 years of professional experience in environmental and/or climate change issues

  • Experience in the region/knowledge of the country
  • Knowledge of carbon pricing instruments, including carbon taxes and emissions trading systems in Indonesia.
  • Knowledge of greenhouse gas emissions sources, sinks, and measurement techniques
  • Deep understanding of climate change science, mitigation strategies, and technical knowledge of the GHG emission reduction in the energy, IPPU and waste sectors.
  • Competencies to work effectively with less supervision in a fast-paced environment with tight deadlines and dynamic changes.

Language skills: Business fluency in English and Bahasa Indonesia.

Quantitative requirements: Per-diem and overnight accommodation allowances are reimbursed as a lump sum up to the maximum amounts permissible under tax law for each country as set out in the country table in the circular from the German Federal Ministry of Finance on travel expense remuneration (download at https://www.bundesfinanzministerium.de). All travel activities must be agreed in advance with the staff member responsible for the project.
