Objective and Purpose of the Assignment
The objective of the assignment is to provide consulting services for electrical installation, commissioning for pumping stations, control systems, and other equipment and power supply.
Scope of Work
- Review and assess detailed design and cost estimates (DED) during design preparation for harmonization with the proposed design solutions.
- Review final design and cost estimates, technical specifications for electrical installations including pumps, controls, and other equipment as well as electrical materials to be used for subprojects.
- Review bidding documents, specifications, bidding drawings, and bill of quantities for electrical equipment, control systems, and power supply, to ensure compliance with the final design and government standards and regulations.
- Familiarize and understand the contract terms of electrical works concluded between local self- governance institutions and contractors for civil works in terms of electrical installations.
- Establish duty relations and cooperation with local self-governance institutions, their assigned supervision officers, local technical, environmental and sanitary supervision offices for joint activity towards successful completion of subprojects.
- Verify/assist local governments in obtaining the Technical Specifications (permits) for electrical connections to networks of local electricity distribution companies or other power sources.
- Verify the availability of certificates for electrical equipment and controls to be installed in the subproject and the compliance of equipment and control characteristics with specifications and designs.
- Inspect the quality of electrical works, materials and equipment to be carried out and supplied by contractors/suppliers, as well as their conformity with the design, technical specifications and existing standards.
- Review Operation and Maintenance manuals prepared by the contractor/suppliers for electrical equipment and control systems, and ensure their completeness and accuracy with the specifications.
- Inspect the quality of installation of electrical equipment and controls for pumps and other equipment as well as their conformity with the design, technical specifications, and existing standards.
- Review Contractor’s proposed modifications/adjustments to the designed electrical works and prepare appropriate recommendations for the project manager, project coordinator and for the design institute’s Chief Engineer, as required.
- Review Contractor’s proposed modifications/adjustments and proposed replacement of pumps without implications on the required design specifications and prepare appropriate recommendations for the project manager, project coordinator and for the design institute’s Chief Engineer, when appropriate.
- Assist and provide guidance in preparation and modifications of working / as-built drawings.
- Notify the project manager of any inconsistencies with the design and any defects identified during installation and their rectification,
- Check all drawings issued/to be issued to Contractors for extra works.
- Carry out other responsibilities as may be required and agreed with ARIS and/or chief engineer and/or NRWSSDP Coordinator,
- Directly participate in the coordination of the commissioning and transfer of electrical and pumping equipment
Detailed Tasks and/or Expected Output
The Electrical Engineer shall work in close collaboration with and report to the Program Coordinator and Infrastructure Engineers, specifically in respect to his/her responsibilities:
- Prepare regular progress reports in Russian and English languages (including photographs and/or videos as appropriate) for each subproject, to be part of the general program progress report as instructed by the Program Infrastructure Engineer and agreed with the site Supervision Engineer;
- Prepare final subproject completion report in Russian and English languages;
- Prepare any other reports that may be required on a timely basis.
Minimum Qualification Requirements
- Higher education, as well as availability of a qualification certificate in the relevant field;
- Good knowledge of relevant national construction codes and regulations (SNiP);
- At least 5 years of experience in the field of electrical installation, electromechanical, commissioning and power supply;
- Practical ability to read relevant designs, construction drawings and technical specifications;
- Ability to use Microsoft Office package;
- Knowledge English language is preferable.
