Job Description

Objective and Purpose of the Assignment

The Asian Development Bank (ADB) is currently working on the preparation of the Uzbekistan country profile to be included in the next release of its Public-Private Partnership Monitor (the PPP Monitor).

The first edition of the PPP Monitor was released by ADB in 2017. It covered seven developing member countries of ADB (DMC). Since then, the PPP Monitor has been updated and expanded to cover a larger number of DMCs. The purpose of the PPP Monitor is to track the development of the PPP business environment as well as the challenges of doing PPPs in each country covered. Each country profile of the PPP Monitor covers the following aspects:

  • Overview, National PPP landscape
  • Sector-specific PPP landscapes discussing all economic and social infrastructure sectors (roads, railways, ports, airports, energy, water and wastewater, ICT, health, education, social housing, and others as applicable in a country)
  • Local government PPP landscape

In addition to the PPP Monitor, ADB needs to develop a PPP Roadmap for Uzbekistan. This internal document is meant to build upon the PPP diagnostic assessment undertaken through the PPP Monitor and map out how best ADB can identify and roll out various PPP interventions. The PPP Roadmap and the broader private sector participation roadmap (PSP) are expected to form an integral part of the next country partnership strategy (CPS) between Uzbekistan and ADB. Interventions to be covered in PPP Roadmaps typically include:

  • Design and adoption of a clearly defined PPP policy
  • Thematic interventions to streamline the PPP enabling environment
  • Support development/enhancement of dedicated Presidential decrees, PPP law and associated guidelines
  • Setting up and operationalization of PPP champions
  • Design of a PPP project screening tool
  • Buildup of public sector PPP capacity
  • Setting up a long-term domestic PPP financial institution
  • Setting up a project preparation/development fund
  • Setting up a dedicated government support mechanism to enhance the financial viability of PPP projects (e.g., a financial commitment and contingent liability management framework, and a Viability gap financing mechanism)
  • Identification of Policy/legislative limitations and need for amendment at sectoral level (i.e. Transport sector, Utilities level)
  • Capability building at the Public Partner level focused on Public Partner’s obligations to support, and monitor projects during construction and operations phases
  • Integration of PPP within the Public Investment Management framework
  • Supporting the development of sector plans for identifying PPP projects
  • Integrating PPP pipelines within online project platforms

PPP Roadmaps also discuss financial sector interventions to attract (domestic and international) private sector participation, whether general or sector specific.

A first rough draft of PPP Monitor’s Uzbekistan PPP country profile has already been prepared by a consulting firm and needs to be reviewed, updated and expanded, as need be. The PPP Roadmap for Uzbekistan will need to be developed based on the outputs of the finalized PPP Monitor and will require the consultant to support workshops with ADB sector leads to ensure alignment between the PPP Roadmap and existing sector assessments and planned interventions of the sovereign teams and Private Sector Operations Department (PSOD).

The preparation and finalization of these two documents are placed under the responsibility of ADB’s PPP Thematic Group (PPP TG) and require close coordination with ADB’s Central and West Asia Regional Department and its sector leads, ADB’s Uzbekistan Resident Mission (URM), ADB’s Office of Public-Private Partnership (OPPP) and other ADB units, as the case may be (together, the ADB Stakeholders).

To facilitate the preparation of these documents, ADB is hiring an international consultant, on an individual basis, who will provide technical assistance (TA) as set out below.

The key objective of the TA is the successful finalization of the PPP Monitor (subject to receiving government comments in due course) and the development of the PPP Roadmap, ensuring that these documents cover all aspects and interventions noted above.

The individual consultant will be located in their country of residence and will work from home to complete the TA whilst being able to be based in Tashkent to engage government and ADB stakeholders, as required.

Scope of Work

The individual consultant will:

  • Review the current draft of the PPP Monitor for Uzbekistan
  • Hold discussions with all relevant ADB Stakeholders, under PPP TG’s guidance, to properly amend/update the draft PPP Monitor and to develop the PPP Roadmap
  • Consult with the Ministry of Finance (MOF), the PPP Development Agency and other relevant government counterparts and target agencies, subject to URM’s prior greenlight and supervision, to confirm the accuracy of analysis in the PPP Monitor
  • Prepare a redraft of the PPP Monitor addressing all aspects and interventions noted above, with a particular focus on constraints and challenges, lessons learnt from past (successful/delayed/failed) PPP projects, land availability, sector priorities, government buy-in, etc.
  • Prepare a PPP Roadmap that reflects the outputs of the PPP Monitor and ADB Stakeholders consultations (to ensure alignment with sovereign/PSOD operations), describing the potential interventions that ADB could provide to support the implementation of PPPs in Uzbekistan over the period of the next CPS
  • Be available to provide clarifications to government counterparts and interface with ADB once the draft PPP Monitor and PPP Roadmap have been submitted by ADB to the Ministry of Finance for comments

The consultant will have his/her own basic equipment and software (e.g., computers, office, and internet software).

Detailed Tasks and/or Expected Output

Redraft of the PPP Monitor and development of the PPP Roadmap, based on comments made by the ADB Stakeholders and government counterparts.

Minimum Qualification Requirements

  • The consultant shall have a university degree in project management, business administration, economics, finance, law or relevant field, and about 7 years of international experience in the implementation of PPP projects, as well as local PPP experience covering the last 2 years.
  • Experience in ADB projects, PPPs, and working with Uzbekistan government institutions on infrastructure projects will be an advantage.
  • The consultant shall have a working knowledge of the Uzbekistan PPP ecosystem and the ability to engage the related key government institutions.
  • The consultant shall have strong interpersonal and communication skills, be fluent in written and spoken English, Uzbek, and Russian and have proven ability in report writing for professional purposes.
