The Government of Fiji is required to report all its GHG emissions and reduction efforts periodically as per the Paris Agreement. Paris Agreement calls for Transparency in reporting for the GHG emissions to track both the emissions and the efforts given by the country to achieve these targets. Whilst Fiji is committed to global efforts of reducing GHG emissions through various programs. The Ministry of Economy (MOE) is implementing a three-year capacity building initiative for Transparency (CBIT) project funded by the Global Environment Facility (GEF). CBIT project aims to strengthen capacity to ensure transparency of action implemented and support received to implement Fiji’s Nationally Determined Contribution (NDCs) and Low Emission Development Strategy (LEDS). This will be achieved by strengthening institutional and technical capacity for transparency through training and development of tools and guidelines.
GGGI is recruiting a National QA/QC Consultant to support implementation of the CBIT project. The Consultant will report to the Project Manager and National Project Director of CBIT Project. The Consultant’s work progress will be monitored primarily through weekly meetings with GGGI and CCICD, Ministry of Economy.
OBJECTIVES OF THE ASSIGNMENTThe overall objective of the assignment includes supporting implementation of Strengthen capacity to ensure transparency of action implemented and support received to implement Fiji’s Nationally Determined Contributions (NDCs) and Low Emissions Development Strategy (LEDS). In particular, National QA/QC consultant will support the QA/QC aspects of GHG inventory and NDC actions. National QA/QC Consultant will work closely with the International Expert to deliver Output 2.2.
PROPOSED ACTIVITIES FOR THE OVERALL PROJECTActivities will include supporting overall project outcomes.
Outcome 1: Fiji’s institutional arrangements for the Enhanced Transparency Framework (ETF) are finalised and strengthened to enable regular transparent reporting on NDC implementation and national GHG inventory.
Outcome 2: IT based GHG inventory preparation system enables efficient coordination in preparing transparent, consistent, comparable, complete and accurate National GHG inventories.
Outcome 3: MRV systems strengthened to track and transparently report on NDC implementation and resultant GHG emissions, and climate finance.
SCOPE OF WORKFollowing are the specific activities.
2.2.1 Develop a QA/QC plan for the Energy (power generation, transport sector, etc.), IPPU, Waste and AFOLU sectors.
2.2.2. Develop guidance and training material for staff in lead and line agencies on the application of QA/QC procedures in the GHG inventory compilation.
2.2.3 Provide training to staff in the different agencies involved in the GHG inventory process to introduce the QA/QC plan and distribute checklists.
DELIVERABLES AND PAYMENT SCHEDULENational QA/QC Consultant will work closely with National GHG Consultant and National MRV Consultant. The expected outputs of the Consultant are as follows:
Output 2.2:
Deliverable 1: QA/QC Procedure for all relevant sectors in accordance with Modalities, Procedures and Guidelines (MPG)/Enhanced Transparency Framework (ETF).
Deliverable 2: Guiding document on documentation, reporting and archiving procedures of inventory material and QC activities.
Deliverable 3: Training materials/modules and workshop report.
