Background
- 1. The Asian Development Bank (ADB) is preparing the Infrastructure Improvement for Shrimp Aquaculture Project (IISAP) for Indonesia and the Agriculture Improvement and Water Harvesting Project (AIHWP) for Timor-Leste. The IISAP is scheduled for Board approval in Q3 2022 for $93 million financed by ADB’s ordinary resources capital. The AIHWP is scheduled for Board approval in 2023 for $76.5 million financed by ADB’s ordinary resources capital, ADB’s concessional lending and a grant from the Ireland Trust Fund.
- 2. IISAP. The IISAP will help the Ministry of Marine Affairs and Fisheries (MMAF) in introducing environmentally sustainable shrimp aquaculture and improving transparency, traceability and reporting processes towards increased productivity, quality and profitability of smallholder’s shrimp farming in seven provinces.
- 3. AIWHP. Together with the Ministry of Agriculture and Fisheries (MAF) the AIWHP aims to make the Timorese more resilient to climate change when they are highly dominated by subsistence agriculture. The proposed project will support post-COVID-19 economic recovery and rural resilience by (i) generating rural employment through small-scale community infrastructure and reforestation activities; (ii) increasing incomes by improving returns to sustainable agriculture; and (iii) strengthening the institutional and organizational capacity of farmer groups, communities, and local governments.
- 4. ADB would like to provide “added value” to these two proposed projects through efforts to alter the trajectory towards more sustainable and conversion-free aquaculture production within the Indonesia Seas Large Marine Ecosystem (ISLME). This will be provided through a grant under each of the ensuing projects financed by the Global Environment Facility (GEF).
Objective of the Assignment
It is envisaged that these grants will be approved together with their respective loan component. To ensure to meet the timeline, three individual consultants will be recruited through individual consultant selections to help prepare the documents for submission and approval of the GEF Council and the Chief Executive Officer. The assignment is expected to end by 31 December 2022.
Scope of Work
For Indonesia, there is a proposed intervention to improve the “feed to shrimp” supply chain through efforts to promote tracking and search for alternative protein sources in the feed mix. In Timor-Leste, the proposed actions would enable seaweed aquaculture through support for pilot sites in and around Dili Municipality, with a focus on female-centered opportunities to capture greater value through the seaweed supply chain. These interventions promise to generate multiple environmental and socio-economic benefits, as well as increase opportunities for private sector engagement in the project areas. Detailed Tasks and/or Expected Output
Based in Timor-Leste, the specialist will support the international sustainable aquaculture development specialist and the international seaweed value chain specialist in preparing the GEF Request for CEO Endorsement (CER) and supporting documentation, in collaboration with the Timor-Leste Resident Mission and ADB’s GEF coordination team in ADB’s Sustainable Development and Climate Change Department. Travel if any to be confirmed subject to COVID-19 restrictions and policies). The specialist will provide services in and around Dili municipality to:
- (i) organize and/or participate in stakeholder consultations, including governments;
- (ii) liaison with key national and local government agencies, including MAF and Dili municipal government;
- (iii) coordinate activities with a range of government, civil society/non-government and private sector stakeholders
- (iv) subject matter research and document preparation as needed; and
- (v) facilitation of meetings, workshops etc.
Minimum Qualification Requirements
- Relevant training in agriculture, nature resources management or environmental sciences
- At least 5 years of experience working on projects related to agricultural value chain development, or integrated coastal management
- Knowledge of programs of key institutions and organizations working in seaweed sector
- Good English speaking and writing skills, with ability to translate to Tetum as needed.
