Job Description

Scope of Work and Tasks

The consultancy will involve but not limited to the following key activities:

a) Develop a well-integrated seed information management system that brings data on several aspects of seed supply and demand together in a single, transparent, and online database. This should also be coupled with capacity building for the operators of the information system and for end-users.

b) Establish a consultation framework for all the seed stakeholders.

c) Establish National Seed Working Group.

d) Strengthen the capacities of existing seed system institutions and organizations to improve coordination mechanism and increase the quality and frequency of their interaction.

e) Leverage on existing digital platforms or develop digital platforms to enhance joint planning among key stakeholders and allow for regular planning & coordination meetings.

f) Establish robust M&E systems for effectively monitoring, tracking, and assessing the impact of all government and non-government seed interventions

Qualifications and Experience.

This consultancy will require an individual consultant with expertise and/experience in seed systems.

a) Minimum 8 years of experience in Seed Systems related work and assessments on the African continent.

b) The consultant must possess a sound reputation with demonstrated in-depth knowledge of public and private sector-led agriculture in Africa, particularly Mali.

c) Previous experience of conducting similar analyses of African agriculture

d) In-country presence in and deep knowledge of Mali.

e) Demonstrated in-depth knowledge of the policy landscape, local culture and working experience in Mali.

f) Experience in working with government agencies, private sector and development partners is an added advantage.

g) Good references for reliability, dedication, and an ability to work unsupervised.

h) Previous experience in providing technical support/conducting assessments to the AGRA target countries is an advantage.

i) The Consultant is expected to have enough key personnel in order to meet specifications and timelines for this project.
