Job Description

Objectives of the Consultancy

The aim of this consultancy is to strengthen institutional systems and capacity of the TREE CROPS DEVELOPMENT AUTHORITY (TCDA) to mainstream gender, youth & persons with disability to enhance extension delivery and value chain development for job creation in Ghana. Specifically, the support to TCDA seeks to enhance its institutional capacity and service delivery around three key initiatives as follows:

  • Review of TCDA’s Institutional Policy to be more Gender- and Youth-Inclusive
  • Development of Training Manuals for Shea, Mango, and Oil Palm Value Chains
  • Formulation of an Extension Policy for the Authority with special focus on inclusion of youth and people with disability
  • Design youth job pathways and expose Ghanaian youth to the selected six tree crops value chains for work opportunities create work opportunities.

Scope of Work

Institutional Policy Review (Gender, Youth & PWD Inclusion Focus)

  • Objective: To review and revise TCDA’s current institutional policy to ensure it is more inclusive of women and youth in terms of participation, decision-making, and access to services and resources.
  • Key Activities:
    • Review TCDA’s existing policies, processes and manuals.
    • Conduct stakeholder consultations across regions.
    • Organize a validation workshop with internal and external stakeholders.
    • Print and disseminate the final approved policy document.

Development of Training Manuals for Priority Crops (Shea, Mango, Oil Palm)

  • Objective: To develop comprehensive, user-friendly, and field-adaptable training manuals for key actors in the shea, mango, and oil palm value chains, tailored to TCDA’s national rollout of capacity-building programs.
  • Key Activities:
    • Constitute technical working groups for each crop with relevant experts to design and draft the manuals.
    • Field test and validate the manuals with selected stakeholders and farmer groups.
    • Print manuals and disseminate through regional TCDA offices and partners.

Development of a Comprehensive Extension Policy for TCDA

  • Objective: To establish a unified and strategic approach for extension service delivery across all six tree crops, enhancing access to information, technologies, and advisory services for farmers and value chain actors.
  • Key Activities:
    • Conduct a situational assessment and stakeholder mapping.
    • Facilitate the drafting of the extension policy.
    • Convene workshops for technical input and validation.
    • Print and distribute the policy for implementation.

Design youth job pathways in the selected six tree crops value chains

  • Objective: To design youth job pathways in the selected six tree-crops value chains to create work opportunities for the youth
  • Key Activities:
    • Conduct a situational and needs assessment of youth job opportunities in the Tree crops value chains.
    • Engage Youth development agencies such as NYA, NEIP etc. to identify and document youth job pathways in the Tree crops sub sectors
    • Convene workshops for technical input and validation of the Job pathways
    • Create a monitoring and tracking system for the youth who eventually engage in the selected tree crop value chains after exposure

Duration Of the Assignment

The duration of this assignment is 24 weeks (6months) from the date of inception of the assignment.

Location and nature of the assignment

  • The assignment will require the consultant to travel to all 16 regions of Ghana.
  • The assignment will leverage on existing interventions supported by AGRA and other Development partners and Agencies of Government in Ghana.

Qualifications

An advanced degree in any of the following fields i.e. social work, demography, economic policy and planning, gender, development.

Proposal Submission Instructions

  • Proposals shall be submitted electronically through our oracle system by the deadline indicated in the system.
  • Bidders shall use the bid submission forms that have been provided under Annex 1 & 2.
  • The proposals SHALL be submitted via oracle system by the deadline indicated on the oracle system.
  • The Proposals shall be prepared in English.
  • Late submissions will not be accepted, as the system is configured to automatically reject proposals after the deadline. To avoid any issues, especially for new users, bidders are strongly encouraged to submit proposals at least one day before the deadline.
  • AGRA assures bidders that we can’t access proposals before the deadline provided by the system.
  • VALIDITY of the proposal shall be for a period of 90 days from the date of bid closure.
  • The detailed financial proposal shall be uploaded under the lines section in oracle.
  • The financial proposal shall include all taxes. If the financial proposal is silent on taxes, AGRA shall assume that these are inclusive.
  • Prices must be quoted in USD ($). Contracting will be in USD and bidders are encouraged to have a USD bank account.
  • Please note that the oracle system will seal the financial proposals until the technical evaluation is completed.
