Introduction
AGRA invites qualified individual consultants to submit proposals for a Consultancy to provide Technical Support for Program Data Collection, Capacity Building for Digital Data Collection, and Dashboard Development for the AGRA YEFFA Countries.
Background
AGRA is a not-for-profit organization working with African government donors, NGOs, the private sector, and farmers to improve the productivity and incomes of resource-poor smallholder farmers in Africa. AGRA aims to catalyse an inclusive agricultural transformation in Africa by increasing incomes and improving food security for millions of smallholder farmers in Africa.
AGRA’s strategic plan (2023-2027) sets out to catalyse the growth of sustainable food systems in Africa by influencing and leveraging partners to build a robust enabling environment where the private sector thrives, and smallholder farmers are empowered to produce sufficient, healthy food. AGRA will operationalize its strategy by supporting the development of an effective private sector enabling and regulatory environment focusing on building agricultural input supply, extension, and output marketing systems.
AGRA’s Youth Entrepreneurship for the Future of Food and Agriculture (YEFFA) program seeks to reach 10 million youths across the continent and create over 3 million jobs for the youth, of which 50% are dignified and fulfilling. Through this program, AGRA will work with partners to solve constraints including lack of mechanization and technology transfer and other systemic constraints such as the lack access to land and financial capital to start agribusiness enterprises that continue to be a significant bottleneck for young people.
Rationale for the Consultancy
AGRA seeks to accelerate data-driven decision-making, enhance program monitoring, and strengthen reporting for impact across AGRA focus countries. To achieve this, the program requires improved data collection capacity among program beneficiaries and program teams, streamlined data submission processes, and the development of robust dashboards linked directly to data collection systems. Accordingly, AGRA has digitized data collection tools with the aim of ensuring a seamless collection, management and timely analysis of program data. The tools were piloted in Tanzania through practical training and feedback sessions with project partners in July 2025. Following the successful piloting, AGRA intends to roll out the tools across YEFFA implementing countries between November 2025 and February 2026.

Scope of Work
This Scope of Work outlines the technical support to be provided to the YEFFA program, focusing on building capacity to use KoBo Toolbox for data collection, establishing data submission tracking dashboards, and delivering tailored interactive analytics for AGRA headquarters and country-level teams.
Location and nature of the assignment
The location of the assignment shall be continental.
Duration
The assignment is expected to run for 4 months with key milestones as outlined in the deliverables table. The level of effort will include both remote and in-country support, depending on the agreed work plan.
Reporting, Communication and Coordination
The consultant will report to the Head, Data & Analytics and Head M&E. He/she will collaborate closely with the YEFFA Program Manager and the country MEL focal points. Regular progress reports and review meetings will be scheduled to ensure alignment with program needs.
