Scope of Work
The Water Supply and Commissioning Expert (National) will carry out responsibilities, including but not limited to, the tasks related to water supply—specifically in connection with testing, commissioning, and defect rectification of the BDS and DNIs—as per the relevant contract documents implemented under the Kathmandu Valley Water Supply Improvement Project (ADB Loan No: 2776, 3255), Kathmandu Valley Water Supply Improvement Project Phase 2 (ADB Loan No: 4534-NEP), and Government of Nepal financing packages.
Detailed Tasks and/or Expected Output
The Detailed Tasks are as follows:
i. Lead the entire commissioning team (PID, consultants, and contractor-designated personnel) in flushing, testing, and disinfecting the entire system (BDS, SRTs, and DNIs).
ii. Work closely with the Design Supervision and Project Management Consultant (DSC) during the commissioning of BDS, SRTs, and DNIs, and supervise the commissioning team.
iii. Interact with senior managers, engineers, consultants, contractors, technicians, and other stakeholders, including officials from KVWSMB, KUKL, KUKL branch offices, and PID, as required, to gain an understanding of the system.
iv. Ensure that all necessary tests specified in the contract documents for relevant sections—pipes, SRTs, valves, other fittings, accessories, and appurtenances—are conducted before the system is put into service.
v. Make field visits and recommend the replacement of fittings, pipes, and appurtenances to PID/KUKL as required, based on defects, incompatibility with the design, flow obstructions/interference, and system functionality.
vi. Ensure proper flushing and disinfection according to standard practices. vii. Ensure that the system and its accessories are calibrated by the contractors and reviewed by the consultant to align with the design model parameters as practically as possible.
viii. Ensure that the network, SRTs, and accessories are tested, disinfected, and commissioned systematically, following methodical planning and execution.
ix. Conduct job training for technical staff regarding operation and maintenance (O&M) during commissioning, identifying training needs, designing broad content for future training, and guiding the development of checklists and SOPs for repair and maintenance.
x. Prepare and update the template for a stepwise commissioning plan to be prepared by the contractor for each DMA of the DNI works.
xi. Ensure that the testing and commissioning process follows a structured approach so that KUKL receives a stable and efficient system for operation after calibration according to acceptable standards.
xii. Coordinate with the contractor and commissioning team to achieve DMA full hydraulic leakage and disinfection testing for 24 hours in all packages, and ensure the supply of potable water to the DMA(s) for seven days to assess the supply conditions and performance for the Water Flow Assuring Test (SKV Packages).
xiii. Assist PID staff and KUKL in supervising the construction of transmission pipelines, distribution networks, storage reservoirs, water treatment plants, and other relevant structures, as needed.
xiv. Coordinate with local authorities and other relevant agencies and institutions as required for project implementation.
xv. Configure distribution zones and district metering areas (DMAs) in coordination with KUKL and its relevant branch offices. xvi. Perform any other relevant tasks within the scope of services as requested by the Project Director, PID.
Minimum Qualification Requirements
The candidate for this position must have a Bachelor’s degree in Civil Engineering (preferably with a postgraduate degree in water supply and sanitary/environmental/public health engineering or environmental management). They should possess at least 10 years of experience, including experience in the design and supervision of water supply distribution networks for urban areas. Experience in commissioning bulk distribution systems, service reservoirs, and distribution network systems is highly desirable. Experience with externally funded projects (e.g., ADB or World Bank) will be advantageous.
The engagement period in each project or assignment shall be at least 12 months.
