REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT SERVICES-INDIVIDUAL CONSULTANTS
NAME OF PROJECT: POST SECONDARY EDUCATION PROJECT (PSEP) CONSULTING SERVICES: Individual Consultants Credit No.: 3984-ET Project ID No.: P078692
1. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Post Secondary Education Project (PSEP) and it intends to apply part of the proceeds of this credit to payments under the contract for Hiring individual consultants who can render consultancy services for: Specialists Assistance to the Ethiopian Higher Education Relevance and Quality Agency (HERQA).
2. The services will include hiring:
I. ICT AND MIS SYSTEMS SPECIALIST
The objective of the assignment is to design, develop (or identify) and implement a comprehensive and appropriate management information system for HERQA; to document the system; and to train staff in its use. The required outputs are: A working management information system, develop data base tailored to the need of HERQA, system documentation, training materials, staff trained to maintain the system, staff trained to use the system, Upgrade the agency’s web site with the latest features. The appointee will be required to train staff in the use of the management information system and to train an ICT maintenance expert in maintaining the technical aspects of the system
EXPERTS PROFILE
The appointee should:
• have a postgraduate degree in an appropriate area; • have experience of designing successful management information systems; • have implemented management information systems; • have trained users in the maintenance and use of management information systems. It would be desirable for the appointee to have: • experience of working in higher education; • Experience of working in a developing country. • II. ICT MAINTENANCE EXPERT
The objective of the assignment is to develop and document ICT maintenance schedules; to provide a front line ICT diagnostic and repair service; and to ensure the operational efficiency of the ICT system and associated equipment. The required outputs are: documented maintenance schedules, and documentation to support ICT maintenance. The appointee will be required to train ICT users in good practice in their role regarding ICT maintenance.
The required services are:
• ICT maintenance; • ICT fault diagnosis; • ICT repair.
EXPERTS PROFILE
The appointee should:
• have degree or technical qualification in an appropriate area; • have practical experience in maintaining and repairing ICT systems and equipment; • have experience of developing and documenting maintenance schedules for ICT systems and equipment. It would be desirable for the appointee to have: • experience of working in a developing country
III. HIGHER EDUCATION ACCREDITATION EXPERT
The objectives of the assignment are to help develop and document procedures for program accreditation; to engage in program accreditation activities; and to help develop knowledge of stakeholders and the expertise of the staff of HERQA. The required outputs are: documented accreditation procedures, reports on accreditation exercises, and accreditation training materials. The appointee will be required to share his or experience and expertise with staff both formally in training events and workshops and informally in team working.

The appointee should:
• have a postgraduate degree in an appropriate area; • have experience of the accreditation of degree programs; • have experience of working in higher education; • have experience of training.
It would be desirable for the appointee to have:
• experience of working in a developing country.
IV. HIGHER EDUCATION SUBJECT REVIEW EXPERT
The objectives of the assignment are to support work on program accreditation to help develop and document procedures for subject review; to engage in program accreditation and possibly subject review activities; and to help develop the knowledge of stakeholders and the expertise of the staff of HERQA. The required outputs are: documented subject review procedures, reports on accreditation activities, (possibly) reports on subject review activities, and Subject review training materials. The appointee will be required to share his or her experience and expertise with staff both formally in training events and workshops and informally in team working.

• have a postgraduate degree in an appropriate area; • have experience of the accreditation of degree programs; • have experience of subject review of degree programs; • have experience of working in higher education; • have experience of training. It would be desirable for the appointee to have: • Experience of working in a developing country. • V. HIGHER EDUCATION QUALITY AUDIT EXPERT
The objectives of the assignment are to support work on institutional quality audits: to help enhance and document institutional quality audit procedures; and to help develop the knowledge of stakeholders and the expertise of the staff of HERQA. The required outputs are: documented enhanced institutional quality audit procedures, reports on institutional quality audit activities, and Institutional quality audit training materials. The appointee will be required share his or her experience and expertise with staff both formally in training events and workshops and informally in team working.

• have a postgraduate degree in an appropriate area; • have experience of institutional quality audits; • have experience of working in higher education; • have experience of training. It would be desirable for the appointee to have: • experience of working in a developing country situation.
VI. COMMUNICATIONS EXPERT
The objectives of the assignment are to develop and implement a communications strategy for HERQA; to help generate and disseminate information for stakeholders; and to contribute to the development of the expertise of the staff of the Agency. The required outputs are: a documented communications strategy, publications for stakeholders, and training materials for staff. The appointee will be required share his or her experience and expertise with staff both formally in training events and workshops and informally in team working.

3. All assignments are a six month immediate assignments based in the HERQA offices in Addis Ababa. The required quantity is one for each assignment.
4. The Ministry of Education now invites eligible individual consultants to indicate their interest in providing the services mentioned above. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability, etc.).
5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by Bank Borrowers, May 2004.
