Job Description

Location: Remote plus ten days in Addis Ababa

Duration of contract: approximately 15 days from October to December 2017, including ten days in Addis Ababa

The Programme

DFID Ethiopia has commissioned Coffey to fulfil the role of the Technical Review and Monitoring Panel (TRAMP). The TRAMP will provide a means of external technical quality assurance and review of the Ethiopian Investment Advisory Facility (EIAF) programme as well as delivering formal monitoring outputs.

The EIAF is a technical assistance facility which provides consultancy services to government ministries and agencies who are involved in planning and implementing public investment activities. The technical assistance provided is flexible and based on demand from government; specific requests for technical assistance are considered on a rolling basis.

The technical assistance provided will focus on public investment management. This will be delivered through technical assistance in three key sectors critical to Ethiopia’s growth plans: trade logistics, tax and urban development. The technical assistance can range from specific pieces of technical advice, to longer-term capacity building within government institutions or training on specific technical issues or techniques.

The overall objective of the EIAF is to “strengthen the effectiveness of growth-enhancing public investment in Ethiopia”. This will be achieved through improving the capacity of the Ethiopian public sector to plan, appraise, finance and implement public investment projects, as well as the provision of high quality technical inputs which can be used for decision-making.

The Position

The TRAMP team is recruiting an industrial parks expert. The role will be remote except for ten days based in Addis Ababa, Ethiopia between the 12th November and 21st November 2017. The expert will be reporting to the Project Manager and Team Leader.

The expert will be in charge of evaluation the progress of the EIAF regarding industrial parks reform. The expert will conduct a desk-review of documentation, produce a short document outlining their approach to the in-country visit, conduct interviews with appropriate stakeholders in Ethiopia (including Government representatives, DFID and representatives from the EIAF implementing partner), and provide inputs into an evaluation report.

Please note that this is a consulting role, not an offer of permanent employment.

The Candidate

    • Knowledge and/or experience in industrial parks planning and development and public-private partnerships and special project vehicles (SPVs);
    • Expertise in planning worker accommodation within parks;
    • Knowledge of planning, procurement, design/construction, commercial transactions, banking, and legal/compliance processes involved in developing industrial parks;
    • Expertise in Financial Analysis and Project structuring for viable PPP framework for industrial parks;
    • Experience of developing bidding strategy for inviting prospective developers;
    • Ability to review existing legal and regulatory environment in a country that targets the development of industrial parks and suggest improvements based on best practice;
    • Experience of providing analysis and recommendations for improving legal and policy barriers, support, and incentives for creation of industrial parks;
    • Capability to conduct workshops with senior decision makers in government;
    • Knowledge of industrial park development in other countries, especially in East Asia and China;
    • Excellent interpersonal and coordination skills;
    • Demonstrated leadership, versatility, and integrity;
    • English proficiency required in writing and speaking;
