1. Background
The Government of Malawi (GoM) is implementing a five years Business Environment Strengthening Technical Assistance Project (BESTAP) with the technical and financial (grant) assistance of International Development Association (IDA) of the World Bank and the European Commission. The project which is being coordinated by the Ministry of Industry and Trade will assist GoM in reducing the regulatory burden and costs of doing business in Malawi, improving service delivery to the private sector, improving access to finance for small and medium enterprises (SMEs) and strengthening support for technical and business management skills thereby improving productivity and competitiveness at the firm level.
The Ministry of Industry and Trade intends to use part of the proceeds of the grant to recruit an Information, Communication Technology (ICT) Specialist to assist BESTAP in coordinating ICT related interventions and support; including assisting different components in identifying and implementing their ICT needs.
Applications from suitably qualified candidates are now invited for the position of ICT Specialist tenable within the BESTAP Project Implementation Unit (PIU).
2. Scope of Services
The ICT Specialist will support the BESTAP implementation agencies in identifying ICT needs. This shall include taking a leading role in automating selected manual business processes of different private sector support institutions under the project. He/She will recommend and coordinate implementation of entire systems which include hardware, software, training of personnel and the procurement of ICT associated peripherals. Additionally the ICT Specialist will contribute to the ICT Organizational Policies with regard to quality standards and strategic planning.
3. Key Deliverables
The ICT Specialist will report to the Project Manager for BESTAP and will work in close consultation with the World Bank task team for BESTAP. Although the specialist will be based at the Project Implementation Unit (PIU) he will consult
other relevant stakeholders in performing the following tasks:
i. Evaluating user needs and system functionality.
ii. Specifying hardware and software requirements.
iii. Install identified hardware and software.
iv. Conduct user training for implementing agencies.
v. Provide first line ICT support.
vi. Ensure sustainable and timely support.
vii. Coordinate ICT activities for synergies and take advantage of bulk procurement of ICT equipment.
4. Key Qualifications
- The ICT Specialist shall have the following minimum qualifications:
- A minimum of a Masters degree in Computer Science.
- Ten years of proven experience in Systems Design, implementation and maintenance of ICT Projects.
Only short listed candidates shall be invited for interviews.
5. Duration of the Contract
The ICT Specialist will be employed as an individual for an initial period of three (3) years but the contract will be renewed annually subject to satisfactory performance. The post is tenable at BESTAP PIU in Lilongwe, Malawi.
