Job Description

As HRRP Information Management Manager you are responsible for overall management of Information Management for HRRP. You will lead technical, monitoring and reporting activities, effectively manage talent, supervise the information management team and provide support for HRRP budget management. The role requires identifying staff capacity needs and technical assistance needs of reconstruction stakeholders and contributing to capacity strengthening and required interventions to support quality platform coordination. You will ensure the overall strategic coordination, day-to-day management, and key technical oversight of the information management activities in coordination with the HRRP senior management team and lead liaisons with government for IM related issues. You will be able to adapt activities to reflect the needs of the larger reconstruction picture.

Job Responsibilities:

  • Lead, oversee and manage the Information Management (IM) implementation for HRRP at national and district level.
  • Overall management and leadership of the Information Management team, consisting of 17 to 20 staff and direct supervision of 5 staff.
  • Work closely with the Operations Coordinator and relevant IM supervisors on the hiring, orientation and performance evaluation of all IM staff.
  • Create training and capacity building plans to support staff in works related to data collection and data management; data analysis and visualization; surveys and assessments; GIS analysis and mapping; reporting and translating.
  • Coordinate and ensure an effective IM implementation, including refining standard data collection tools, scripting routine processes and (re)designing information products; managing effective information sharing and dissemination to all relevant stakeholders.
  • Exercise creativity in analyzing incoming data to better respond to or highlight emerging needs in the reconstruction of housing in Nepal.
  • Introduce more sophisticated technologies and/or methodologies to improve the efficiency and rigor of HRRP analysis.
  • Work closely with and regularly inform HRRP coordinators about coverage and gaps, IM activities and priorities, and provide regular support as requested and agreed to by HRRP coordinator.
  • Act as focal point internally for HRRP coordinators and technical coordinators, ensure the IM needs of coordination and technical coordination are fulfilled.
  • Act as the IM focal point for all partners, UN agencies and donors. Establish and maintain strong partnerships and regular liaison with key stakeholders in relation to IM such as the Information Management Working Group (IMWG), IMOs from other sectors as well as implementing partners’ IM structure.
  • Regularly liaise with government authorities, including National Reconstruction Authority (NRA), MoUD, Department of Urban Development and Building Construction (DUDBC), and MoFALD. Provide strategic guidance on NRA IM strategy and ensure a harmonized IM approach among all government entities.
  • Harmonize the information needs between NRA data collection system and HRRP data collection system, ensure all information and coordination needs from HRRP are incorporated into NRA system. Work closely with NRA MIS unit and oversee the work of national IM officers, who are embedded in NRA.
  • Identify information gaps relevant to the recovery and reconstruction response operation, provide inputs and guidance on further assessment/data collection needed and contribute to the project reporting.
  • Support HRRP MEAL efforts and ensure learning properly accompanies coordination activities throughout the HRRP life cycle. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.

Typical Background, Experience & Requirements:

Education and Experience

  • Master’s degree in Information Management, Geographic Information Systems, Computer Science, or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.
  • Experience in cluster coordination, shelter, disaster risk reduction and management, humanitarian reform, preferably in natural disaster and other displacement situations.
  • Experience working in unfamiliar cultural settings is a must. Familiarity with the South Asia region and/or Nepal is a particular advantage. Experience working with an NGO or INGO, international donor agency and/or or governmental programmes.
  • Basic experience with managing software projects and software vendors, especially for websites and data visualization platforms
  • Experience managing a team of 5+ people, and managing teams remotely desirable.
  • Strong knowledge of ArcGIS, QGIS or any other enterprise GIS software
  • Strong knowledge of Relational Database Management System (RDBMS), especially SQL and spatial SQL, e.g. PostGIS
  • Strong knowledge of at least one tabular data visualization / dashboard software, e.g. Tableau, R, PowerBI
  • Experience using vector-based design software like Adobe Illustrator, Inkscape or Vectr
  • Advanced knowledge in MS Office especially Excel formulas, ideally VBscript
  • Familiarity required, strong experience preferred for standard web development libraries like HTML, CSS, JQuery, Javascript, etc.
  • Understanding of accountability towards beneficiary privacy and data protection.
