Job Description

The Information Systems (IS) Manager will support CHF’s technology vision and leadership for developing and implementing information technology (IT) initiatives that improve cost effectiveness, service quality, and organizational development in a constantly changing work environment. The IS Manager will assist the CIO in planning and implementing and maintaining organization information systems to support both distributed and centralized data processing and business operations and achieve more cost beneficial organization-wide IT operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide planning support, development, evaluation, and coordination of the information systems for CHF International.

Ensure the continuous delivery and operation of integrated data processing and workflow information systems.

Responsible for the administration of multiple information and communications systems and projects, including, Internet/Intranet, data, imaging, Programs Monitoring and Evaluation, and office automation.

Coordinates with CHF International Software Development and Support (SDS) unit staff, and cooperates with the organization’s Network and Systems Administration staff.

Responsible for coordination, facilitation, and consultation with all CHF International HQ staff on information systems, communications, and programs Information management systems initiatives.

Ensure that CHF International is current with the information systems standards and the IT policies and guidelines.

Serves and participates proactively with other members of the CHF International SDS unit and HQ IT staff in developing and executing strategic plans to optimize the use of information technology in support of CHF International goals and objectives.

Use of tact and discretion in dealing with those contacted in the course of the work.

QUALIFICATIONS

At least, 6 years of progressive experience in managing functions related to web-based information handling, work flow and systems. Two or more years of experience in Web-based Applications and Information systems are essential, preferably in IT implementation to support business goals.

Experience should also include substantial exposure to in-house and shared or outsourced systems, multiple hardware platforms, and integrated information and communications systems.

Previous experience in the International Development sector is desirable.

Comprehensive knowledge of:

•     Information systems architecture, design, strategies, implementation and management. •     Principles and practices of project management and supervision of employees •     Principles and practices of budget development and administration for medium to large-scale projects. •     Principles and practices of management of electronic information. •     Principles and practices of Internet, Intranet and Web-based technologies. •     Problem-solving and conflict resolution methods and techniques. •     Principles and techniques of preparing effective oral presentations. •     Principles and techniques of preparing a variety of effective written materials. Develop and implement: project goals, objectives, policies, procedures, and work standards •     Manage programs, vendors, and staff. •     Develop effective work teams and motivate individuals to meet goals and objectives and provide services in the most effective and efficient manner. •     Develop and administer the budget of the assigned area. •     Interact successfully with team and organization staff and management •     Use initiative and independent judgment within general policy guidelines. •     Effectively negotiate program and service agreements with outside vendors and consultants. •     Monitor the work of consultants, often through subordinate supervision. •     Knowledgeably and effectively represent the issues pertaining to information systems and information technology. •     Apply problem-solving and conflict resolution methods and techniques. •     Work effectively with internal and external teams, user groups, and task forces. •     Evaluate computer hardware, software and specified applications. •     Develop product recommendations that are consistent with organizational policy guidelines and user needs. •     Establish and maintain effective working relationships with those contacted in the course of the work.

EDUCATION and/or EXPERIENCE

A Master degree in Management Information Systems, Computer Science or related field. Business Administration degree, or other evidence of substantial business knowledge, is desirable.

LANGUAGE SKILLS

Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively. English fluency required, and capabilities in a second language preferred.

MATHEMATICAL SKILLS

Basic skills and able to perform job specific mathematics.

WORKING CONDITIONS

Able to sit at a computer and operate a keyboard, for extended periods of time.
