DUTIES AND RESPONSIBILITIES
Under the general supervision of the FAO Representative (FAOR) and the Head of TCES Office in Juba, the direct supervision of the Chief, Special Emergency Programmes Service (TCES) and the Chief Technical Advisor (CTA) for Southern Sudan, and in consultation with the relevant FAO Headquarters Lead Technical Unit (LTU), will provide support in the execution of the Programme. Specifically, he/she will:
- support the CTA, Programme Manager and Food Security Analyst in the execution of the Programme; - provide technical guidance to SIFSIA and immediate collaborating partners in relation to improved methods and techniques in Food Security Analysis and Early warning in assessing the overall food security situation in Sudan, in support to the Food Security Council (FSC) and Food Security Technical Secretariat (FSTS); - organize and conduct seminars, workshops and meetings to provide training as well as discuss findings of food security related analysis, in collaboration with the FSTS; - contribute to the preparation, the roll-out and monitoring of the food security policy action plan; provide advice to the FSC and FSTS and relevant line ministries. He/She will also represent FAO at high level meetings on food security policy, programming and monitoring in Sudan; - deliver advice, assistance and on-the-job training in food security analysis to members of the FSC and of the FSTS, as well as to relevant line ministries, providing direct advice as appropriate; - support the implementation of long- and short-term training programmes for Food Security Policy and Planning Officers in the FSC and FSTS and in relevant line ministries; - make regular presentations on technical issues to stakeholders; assure the preparation of required reports as per the rules and regulations FAO and collate the reports of the individual sub-projects for transmission to FAO; - perform other related duties as required
MINIMUM REQUIREMENTS
Candidates should meet the following:
- Advanced university degree in Agricultural Economics, or in a related technical discipline - Seven years of relevant experience in food security analysis Working knowledge of English and limited knowledge of Arabic, French or Spanish
SELECTION CRITERIA
Candidates will be assessed against the following:
- Extent and depth of knowledge and experience in Food Security Analysis within different contexts, including household surveys, market analysis, livelihoods based analysis, assessments of food security based needs, monitoring food security policies - Extent of working experience in Africa, and familiarity of the region - Demonstrated ability to implement a variety of analytical methodologies/techniques - Demonstrated ability to liaise with multiple UN, NGO, governmental, and media agencies - Demonstrated capacity to support, advise and guide training processes on Food Security Analysis - Breadth of experience and demonstrated ability to coordinate multi-disciplinary technical teams - Ability to plan, organize, implement and report on work - Excellent communication, writing and presentation skills in English
