OBJECTIVES OF THE PROGRAMME
Country Administrative Support Units (CSUs) have been created within the organizational structure to support managers and staff to fully assume their responsibilities in the Global Management System (GSM) environment and ensure compliance institutional policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an integrated management software package (ERP).
DESCRIPTION OF DUTIES
1. Advises the Head of WHO Country Office (WHO Representative) for informed decision-making on ICT-related issues; is the responsible person in charge of ICT activities at the level of the WHO country office;2. Ensures the implementation of WHO’s ICT strategies, as well as the installation and execution of new technologies focused on the achievement of results. To achieve this, the incumbent must:- Ensure compliance with corporate information management, information security policies, technology standards, guidelines and procedures for the office technology environment. country;- take part in the development and execution of the annual ICT plan and standard operating procedures governing information and communication technology services; and- participate in the technical evaluation of program projects (ICT component) and in meetings relating to information and communication technologies. In collaboration with the ICT management team in the Regional Office for Africa, the ICT manager ensures the smooth functioning of the ICT infrastructure of the country office with a view to achieving results, namely:- ensuring the efficient operation, installation and maintenance of all WHO IT equipment, including the acquisition of IT consumables and the management of contractors; - performing specific technical functions, including the replacement of electronic components (discs, storage devices, network cables, power supplies, etc.) and routine troubleshooting not covered by warranty;- install commercial software and those developed by WHO, as well as as upgrades, in accordance with relevant global policies;4. Coordinates the installation and maintenance of all computer equipment and software, in accordance with the standards prescribed by the WHO Regional Office for Africa in terms of ICT management; Ensures continuous and efficient IT services in the office; manages software and updates; 6. Installs and administers the LAN/WAN network and data communication systems in accordance with ICT norms and standards by the WHO Regional Office for Africa (Windows 10 operating system, Office 365 Windows Server 2012/2019, TCP/IP, Ethernet, VPN, Firewall, Proxy server, VSAT, SNMP, DNS, DHCP, Virtualization, Cloud and Software as a Service (SaaS), Voice over IP (VoIP) technology, etc.);7. Sets up and ensures the security of the IT infrastructure (in this case protection against hacking and viruses, power failures, fires, etc.); ensures regular backup of data files on a server; establishes and ensures the maintenance of data recovery procedures in the event of a computer disaster; 8. Take inventory of computer equipment and software; maintains, diagnoses problems and repairs computer equipment; develops and shares a quarterly report on the inventory of computer equipment, as well as a monthly report of activities;9. Provides in-house training or assistance to staff members on the use of IT equipment (computer accessories) and software; 10. Assists in the design and implementation of database applications and other computer applications;11. Coordinates the activities of external consultants; liaises with other agencies of the United Nations system and external partners with regard to information technologies information and communication; 12. Performs other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential : A university degree in the field of computer science or information technology (eg computer engineer, programmer analyst) in communications engineering. CCNA (Cisco Certified Network Associate) or MCSA (Microsoft Certified System Administrator)
Desirable : A postgraduate degree (master’s degree) in the fields of information and communication sciences and technologies or in another related specialty. CCNA (Cisco Certified Network Associate) or MCSA (Microsoft Certified System Administrator)
Essential : At least one (1) year of progressive and practical experience in the field of administration of information and communication technologies. A good command of the WHO ERP system (GSM-Oracle) or similar ERP systems; experience in training staff in the use of information systems.
Desirable : Relevant experience in the field of administration and maintenance of LAN network infrastructure (Routers, Switches, servers, etc.), virtualization, Cloud and software as a service (SaaS), technology Voice over IP (VoIP). A good knowledge of new collaborative tools (Teams, WebEx, ZOOM, SharePoint, etc.) and Cybersecurity.
- A very good knowledge of LAN and TCP/IP networks, Windows 10, Windows 2012/2019 Server, Microsoft Active Directory. - A good knowledge of the field of Cybersecurity and computer security (Firewall, antivirus), - A good knowledge of data backup and disaster recovery procedures. - Good knowledge of database programming. - A mastery of the administration of telecommunication systems, for example Voice over IP (VoIP) technology. - A mastery of new collaborative tools (Teams, WebEx, ZOOM, SharePoint, etc.) - An ability to analyze and solve problems. - An ability to write technical documents.
