Position: Institutional Development Advisor

Start Date: Circa September 1st, 2016, contingent upon award, Anticipated 5 year USAID-funded Project

Location: Addis Ababa, Ethiopia

Position Summary

SNV seeks an Institutional Development Advisor for an anticipated USAID-funded TRANSFORM: WASH project in Ethiopia. The objectives of the USAID/Ethiopia TRANSFORM/WASH activity should encompass a set of innovative and strategic interventions to reduce under-five mortality, through increased use of WASH products and services to be achieved via four interrelated objectives listed below through working with the Government of Ethiopia and other partners to implement 1) Increased WASH governance and management capacity at the subnational level;2) Increased demand for low-cost quality WASH products and services, with a focus on sanitation;3) Increased supply for low-cost quality WASH products and services, with a focus on sanitation; and 4) Increased knowledge base to bring WASH innovations to scale. The Institutional Development Advisor will oversee the quality of all WASH interventions implemented through the program. S/he will be responsible for achieving expected WASH outcomes and work with the project’s Monitoring, Evaluation, and Learning Advisor to coordinate and systematically disseminate lessons-learned with other USAID-funded WASH activities.

Required Qualifications:

The Institutional Development Advisor will work under the direction of the COP and will be

responsible for managing the governance strengthening activities to achieve increased WASH governance and management capacity at the subnational level. S/he shall:

  • Have at least a Master’s Degree in a relevant field.
  • Have at least ten years of experience in the water and sanitation sector, especially related to current Ethiopian local government context.
  • Proven experience in undertaking activities aimed at capacity building of government to effectively construct, manage and maintain WASH services.
  • Strong English communication skills, both interpersonal and written.
  • Working experience in developing countries; experience in Ethiopia preferred Other

Qualifications:

  • Fluency in English is preferred
  • Extensive experience in Ethiopia (local candidates strongly encouraged to apply)
  • Demonstrated organizational skills and a strong track record in meeting deliverables and deadlines
