Our client - a leading Qatari government organisation - is looking for two senior Institutional Development Experts with relevant 12+ years’ experience focusing on either Strategic Planning or Project Management (further details given below). Fluency in Arabic and English is mandatory. These are full-time, permanent positions and will be based in Doha. Roles and responsibilities

1. Takes a proactive role in designing, implementing, and follow up of the National Development Strategies (NDS) 2011-2016 for the realization of Qatar National Vision (QNV) 2030.

2. Conducts studies on the government ministries and agencies performance, and their progress through different implementation stages of the NDS 2011-2016.

3. Provides the necessary support to government agencies regarding the formulation of their strategic implementation plans in line with the NDS 2011-2016.

4. As directed by Department of Institutional Development (DID) Director, participates in any initiatives to improve the performance of government ministries and agencies.

5. Participates in the follow-up and evaluation of the institutional development projects of the NDS 2011-2016 and in writing the reports and recommendations, accordingly.

6. Provides the necessary support to government agencies for building capacities in the planning and institutional development areas.

7. As directed by DID Director, leads (or as a member of) a cross-functional team for setting up and implementing strategic initiatives and projects.

8. Recommends to DID Director any evidence-based procedural improvement that needs to be introduced to enhance DID/institution work performance.

9. As directed by DID Director, represents the department/ institution on internal and external teams and committees, and makes quality professional contribution.

10. Continuously follows new world trends in public sector services, and institutional development, and reports important trends to DID Director.

11. Plays an instrumental role in the preparation and implementation of the yearly DID/institution enterprise plan in line with the QNV 2030 & NDS 2011-2016.

12. Conducts research and studies that aim at institutional development and continuous improvement of the performance of the public sector in line with the NDS 2011-2016, and delivers lectures and presentation on behalf of DID and institution in seminars and conferences.

13. Plays a pro-active role in preparing institution’s capacity building plans, and in training and developing Qatari researchers and other staff in DID, and giving support in implementing the institution’s Qatarisation plan.

14. Any other duty as requested by management.

Education and experience

1. A Doctorate degree in a relevant discipline with 12 years’ experience, or a Masters degree in a relevant discipline with 15 years’ experience, or a Bachelor’s degree with 16 years’ experience.

2. Wide experience in general management and leadership, change management, project management, strategy formulation, planning, development and capacity building, public sector modernization.

Knowledge and skills

1. Strategy formulation and organisational performance management skills

2. Strong programme/project management skills

3. Excellent proven research abilities

4. Excellent English and Arabic, and professional reporting skills in both

5. Experience in governance and restructuring of corporate and public organisations

6. Strong skills in capacity building and delivery of relevant training programmes

7. Strong change management, and leadership skills

8. Multi disciplinary professional experience and ability to work within broad guidelines

9. Strong communication skills

10. Ability to work effectively within a team environment.

11. Very good computer skills, particularly in MS Word, Excel, PowerPoint, Outlook, MS project, Internet Explorer
