Institutional Development Expert – Municipal Administration project
TASKS: • Support the Ministry and municipalities in the area of Institutional Development, Human Resource Development and Management, and public finance • Monitor reforms, including legislative reforms, in the area of Institutional Development and public finances • Plan and conduct training activities • Quality assurance and performance monitoring of short-term experts • Preparation of work plans and reports
QUALIFICATIONS For this position you should have the following qualifications: • University degree in Public Administration or related subject • Strong management skills and experience, excellent interpersonal and communication skills • Excellent command of English; Knowledge of Arabic would be an asset • Experience in the implementation of major government reform projects • Experience in the logical framework approach and use of Project Cycle Management techniques • Experience in EC project procedures and EC’s Practical Guide on procurement • Knowledge of state budgeting and accounting systems in government administrations • Experience in the reform of parastatal service providers (i.e. solid waste, public transport) • Knowledge in the development of Management Information Systems • Experience in project management • Experience in technical assistance projects in municipal administration modernisation in a developing country context • Experience in the MEDA countries • Expertise in preparing and editing reports of complex studies • Experience within an EU Local Government administration as a manager, practitioner or consultant • Experience in the implementation of major Institutional Reform projects, projects in HR Management and Development • Experience in Training Needs Assessments • Experience in preparing and implementing training programmes
