Program Overview

The Economic Governance and Inclusive Growth (EGIG) Partnership works across three interdependent and mutually supportive programs of work: macroeconomic stability, fiscal management and inclusive economic growth. Within the Fiscal Management program, EGIG supports the Government of PNG (GoPNG) in its aim to strengthen its revenue and expenditure systems. This includes ensuring that public financial management is transparent, well-managed, supports economic growth, and aligns national and sub-national priorities, and will ensure PNG can allocate and spend public resources in an effective manner that provides the greatest benefit for all.

Position Summary – Integrated Financial Management Systems (IFMS) Systems Advisor

The Integrated Financial Management System (IFMS) is a Technology One based finance system that is replacing the previous accounting system – the PNG Government Accounting System (PGAS). The system has been designed to ensure compliance with the Public Finance (Management) Act 1995 (as amended). It integrates financial planning, budgeting, accounting, spending and reporting into a single, integrated system. Integrated Financial Management Systems (IFMS) Systems Advisor will be a hands-on role to work within the team to support the implementation of IFMS.

Duties include but not limited to:

· Adopt a capacity building culture to mentor and train staff to oversee the general ledger maintenance, end of year period processing and technical support for IFMS.

· Provide IFMS technical functions such as:

· Supporting technical architecture and infrastructure;

· Contribute to system design and configuration;

· Maintain system security and maintenance of business continuity;

· system design and change management documentation;

· coordinate user acceptance testing;

· develop checks and controls to ensure a high level of data quality, integrity and coherence;

· design, development and support of interfaces with payroll (ALESCO/Ascender) and other PFM systems that are required to send to, or receive data from the IFMS;

· progressive replacement and eventual retirement of the PNG Government Accounting System (PGAS); and

· Identify issues arising from policy changes, financial and taxation reforms or new technologies and assist with IFMS development projects.

· Develop and update relevant financial policies and maintain proper documentation of financial procedures.

The successful candidate will bring:

· Bachelor of Commerce with major in accounting or Computer Science or related discipline. A CA/CPA qualification or equivalent is required.

· Demonstrated considerable knowledge and understanding of financial frameworks for government.

· Demonstrated strong accounting / finance systems background and specifically large scale ERP experience.

· Demonstrated well developed organisational skills and practical experience in the development, implementation and support of TechnologyOne Financials, IFMS or similar financial software product solutions.

· Demonstrated well developed research, conceptual and risk management skills, including the ability to provide innovative solutions to strategic and complex problems and issues.
