Job Description

Background & Rationale

UNICEF, Save the Children (SC) and the International Rescue Committee (IRC) have been working together since 2005 to promote the use of a standard inter-agency child protection information management system (IA CPIMS) for the child protection sector in emergencies. The IA CPIMS is a practical, field-level tool that supports the implementation of case management systems. It is comprised of database software and accompanying tools, including templates, paper forms, generic information sharing and data protection protocols, and training materials.

After many years of successful implementation, the IA CPIMS has been upgraded to a new software called the CPIMS+, which is one of several modules within the new protection-related information management platform called Primero. Primero is the result of collaboration between the IA CPIMS and GBVIMS Steering Committees and the MRMIMS Technical Reference Group to develop a platform that facilitates information sharing between different information management systems. It is a web-based system with offline capability, improved security and access mechanisms, and an Android mobile application. Primero is an umbrella application for independent but related modules that support case management and incident monitoring for child protection and GBV cases, including grave violations against children (MRM). Users are able to choose which modules they need and to what extent they want to exchange information between modules according to context and programmatic needs.

The CPIMS+ module of Primero builds on and extends the IA CPIMS, enhancing some of its existing features and incorporating improvements. CPIMS+ is currently being used to support case management of Ebola Viral Disease (EVD) affected children as part of the national social welfare system in Sierra Leone and will be rolled out in 3 to 5 additional countries during 2015-2016. These roll outs will test the new CPIMS+ module and the Primero platform within humanitarian and development contexts and will contribute towards the development and field testing of guidance and capacity building material to support effective implementation.

The Inter-agency Coordinator will play a key role in this process supporting the deployment and implementation of the IA CPIMS at field level, and overseeing the transition of the IA CPIMS to the CPIMS+ in line with the global CPIMS+ Terms of Reference.

The CPIMS Coordinator will work in close collaboration with the Primero Manager to expand understanding and usage of the IA CPIMS+/Primero in selected countries and to agree on global minimum requirements for the deployment of CPIMS+. The Coordinator will provide ongoing technical support to selected countries in emergencies, in close collaboration with the in-country child protection coordinating agency and the IA CPIMS/CPIMS+ lead roll-out agency operating in the humanitarian context.

The CPIMS Coordinator will undertake field visits to project sites and provide technical guidance in data entry, data consolidation and analysis. He or she will also monitor and assess the functionality of the developed database software, identify problems and identify alternative courses of action to accelerate/improve programme delivery.

Purpose

The purpose of this consultancy is to support countries in emergencies, in particular EVD affected counties, to effectively integrate CPIMS+ in their case management system as well as to support the ongoing development of the application (v2). This will include ensuring that the database, deployment process, guidance, capacity building material and website are fully developed, of high quality, field-friendly and regularly updated. Interoperability and data security are key principles of this work. The consultant will liaise with the GBVIMS Steering Committee and the MRMIMS Technical Reference Group as a part of the Primero Coordination Committee (PCC), and will look for opportunities to integrate with the RapidFTR mobile application. The consultant will support the development of principles and protocols for data handling in child protection information management systems, including remote and hands-on technical support for the roll-out of the CPIMS+/Primero, and support to users of the IA CPIMS in the migration of data from the legacy system, providing regular communications on system developments, bug fixes and patches, and information on security, procedures and best practices.

Expected results: (measurable results)

  • The CPIMS+ module of Primero is matured and scaled globally, with specific focus on the EVD affected countries (Sierra Leone, Liberia, Guinea), and other countries in emergency situations including Jordan, Kenya and Nepal.
  • Regional and country level training on CPIMS+ are conducted.
  • The iterative development of the CPIMS+ and the Primero platform, including its mobile clients, is supported and advanced in line with business case objectives.
  • The CPWG Case Management task force is engaged on operationalizing guidance.
  • Reporting to the inter agency CPIMS Steering Committee is regularly maintained.
  • Work is conducted in close collaboration with the Primero Project Lead.
  • A mapping exercise is undertaken to understand the needs and demands of current and new users of the CPIMS+/Primero.
  • Advocacy and engagement with current and potential donors is maintained, supporting the strategic direction of the project.

Duty Station

The position will be home-based, subject to agreement between the individual and the organization. The consultant will be required to travel approximately 45 days, including to areas of humanitarian emergency such as Jordan and Sierra Leone. The consultant must be available for calls and meetings between the hours of 9am-5pm EST.

- Initiate development of a M&E framework and key performance indicators under Steering Committee direction.

- Provide programmatic and technical support to current users and new users of the IA CPIMS / CPIMS+.

- Develop/improve key resources; support deployment and configuration; and provide on-going distance support and troubleshooting.

- Undertake in-country support visits and provide trainings to child protection partners in the use of CPIMS+ as part of case management.

- Follow-up on implementation of the IA CPIMS/CPIMS+ in each new country and update the IA CPIMS Steering Committee on a monthly basis.

- Revise and update existing tools based on lessons learned from roll-out efforts. Catalogue and monitor all pedagogical tools. Update and edit documents, such as handouts, glossaries, information sheets, cheat sheets, case studies and activities. Monitor the website to ensure that all of the latest tools and documents are available to users.

- Review existing deployment process and tools.

Key competences, technical background, and experience required Deadline

Requirements – Essential:

  • Minimum of Master’s Degree in Social Science, Information Technology, Social Work or any other related field.
  • 5 years of experience at Junior or Mid-management level in Child Protection in emergencies programme management.
  • Good technical understanding and familiarity with information management systems for case management.
  • Advanced skills and experience with information technology, Agile and iterative development.
  • Proven training and capacity building skills for a range of stakeholders.
  • Strong communication skills, organizational, inter-personal and leadership skills.
  • Ability to be flexible and work well under pressure in a fast paced environment, with complex projects and deadlines from different stakeholders.
  • Demonstrable ability to take initiative, and identify new opportunities / innovative approaches.
  • Experience in budgeting and financial reporting.
  • English language skills essential.

Requirements – Desirable:

  • Proven distance management skills.
  • Experience of a variety of ‘thematic’ child protection programmes.
  • Familiarity of using the IA CP IMS previously.
  • French and Arabic language skills highly desirable.
