The Inter-Agency Network for Education in Emergencies (INEE) is an open global network of over 7,500 practitioners, students, teachers, and staff from UN agencies, non-governmental organizations, donors, governments and universities who work together within a humanitarian and development framework to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. The INEE Minimum Standards for Education: Preparedness, Response and Recovery is the network’s foundation tool. The Minimum Standards provide concrete guidance based on education rights and good practices to improve access to safe, relevant and quality education. The Minimum Standards Handbook has been translated in 23 languages and the Minimum Standards are currently being used in over 110 countries.
After the launch of the Minimum Standards, the Education Cluster Working Group (ECWG) Capacity Development Task Team and the INEE Minimum Standards Working Group created an EiE harmonized training packages, in an effort to promote quality education in all phases of emergency response through the long-term sustainable use of the INEE Minimum Standards and other Network tools. The harmonized training package has since been used to support education practitioners and policy makers at all levels improve coordination, access and quality around education response. The training package merged:
- Front Line Responders training on education in emergencies (developed by UNICEF and Save the Children for the Education Cluster)
- Ministry of Education training on education in emergencies (developed by UNESCO IIEP for the Education Cluster)
- INEE Minimum Standards training package.
INEE is hiring a consultant to assist with the facilitation of an INEE Workshop on Education in Emergencies and the Minimum Standards in Chad. The workshop will target Refugee Education Trust (RET), UNHCR, and partner education staff and teachers. The training will help to address the challenge of improving the quality of education for refugee students in Chad including a focus on improving programming for youth. The workshop will take place during February 11-14 in N’Djamena, Chad. The consultant will work in close collaboration with the INEE Coordinator for Minimum Standards and Network Tools and the partners in country to prepare for, facilitate, and report on this training session.

The workshops will take place 11-14 February, 2013. The consultant must be available to conduct the visit during that timeframe. The consultant will be home-based. Travel and accommodation to Chad are separate and will be reimbursed by INEE.
The deliverables for this TOR should be completed by February 26, 2013 at the latest.
