Interim Director of Human Resources

The National Democratic Institute for International Affairs (NDI) is seeking an Interim Director of Human Resources (HR) to oversee all HR functions for an international development non-profit organization with over 1200 employees worldwide, during the two- to three-month recruitment of a new Director of HR. The Interim Director will manage a team of nine HR staff; conduct a needs assessment for the team; and take part in the executive search for a long-term successor. The position requires an HR leader with a broad understanding of human resources management to oversee the team’s leadership transition and hand off responsibility to a new director. The Interim Director will report to the Vice President of Administration and will partner with NDI’s Executive Team and Directors to perform the essential duties and responsibilities of the job, as outlined below. This position is based in Washington, DC.

Essential Duties and Responsibilities:

  • Provide direction for the management of HR policies, procedures, services, and systems, including compensation and benefits, employee relations, HRIS, performance management, recruitment, and staff development;
  • Conduct a needs assessment of HR policies, procedures, services, systems, and staff resources, with recommendations geared toward the recruitment of a long-term Director of Human Resources and potential restructuring of the team;
  • Participate in the recruitment, interview, and selection process for a long-term Director of Human Resources;
  • Work with NDI’s Senior Manager of Global Talent Management on recruitment and staff development initiatives;
  • Work with Senior HR Management Team to provide HR guidance to NDI’s Directors on employee relations and performance management, with an emphasis on early identification and resolution; facilitate solutions to staff/management challenges;
  • Work with the Senior Manager, HR Operations for the oversight of 1) HR operational activities worldwide to drive infrastructure initiatives to support HR management and compliance with applicable employment and labor laws in the US and host countries; 2) to liaise with Legal Counsel on all potential liability issues and 3) with CFO on strategic direction;
  • Provide HR leadership for all benefit plans (health, life, COBRA, short/long term disability, workers compensation, unemployment and retirement) and salary administration programs including analysis of cost-effectiveness, market competitiveness, internal equity and compliance;
  • Provide oversight for leadership development and key talent retention efforts, including succession planning, coaching/counseling, and professional development;
  • Encourage and advance an HR culture of collaboration and problem solving to support NDI staff worldwide.

Required Skills and Abilities:

  • Bachelor’s Degree in Human Resources, related field or business administration, advanced degree preferred. Additional years of relevant work experience may be substituted for educational requirement on one-for-one basis;

  • PHR/SPHR/GPHR strongly preferred;

  • Twenty (20) years of experience in Human Resources and at least five (5) years at director level managing a staff size of ten (10) or more and direct supervision of minimum of three (3) staff

  • International, multi-site HR experience required;

  • Leadership, management, and communications skills with proven ability to provide guidance and support to both the HR team and as a business partner to NDI leadership;

  • Ability to develop relationships at all levels within the organization, across program departments, with partners, vendors, and other stakeholders;

  • Ability to quickly gain trust and respect from a highly intellectual organization;

  • Current knowledge of human capital issues with ability to educate the Institute on new trends, best practices, laws, and policies affecting HR policies and procedures;

  • Demonstrated expertise in three or more HR areas:

  • Development and implementation of effective HR strategies for accomplishing organizational goals and responsibilities;

  • Organizational Development

  • Staff management, leadership, and team-building;

  • Employment law compliance and related issues;

  • Employee relations;

  • Compensation and Benefits planning and design,;

  • Human Capital Management Systems

  • Management of performance evaluation processes and systems;

  • Staff development and training

  • Management of Recruiting and Retention functions;

  • Working knowledge of federally-funded grant rules a plus;
