Organizational Context:
Providing economic opportunities and sustainable livelihoods for all Afghans is critical to counter the appeal of insurgency, reduce instability and promote confidence in the Government. Sustainable economic growth, with particular attention to the creation of a large number of new jobs in the private sector and improved services across the nation, is a key priority for the Government of Afghanistan.
The Afghan National Development Strategy (ANDS) provides the direction and the foundation for development activities in Afghanistan. In July 2009, the Government reviewed its first year of implementation and found that progress was limited in the absence of clearly defined priorities. This allowed Government and donors alike to act in a non-strategic and uncoordinated manner. The Government of Afghanistan intends to improve its ability to deliver its development agenda by fostering stronger coordination of an ANDS prioritization effort that will deliver results in the next 12-24 months.
The Government outlined at the London Conference a framework to “cluster” ministries around three development sub-pillars, as well as the two additional pillars of governance and security. The goal of the Cluster is to increase collaboration between Ministries and to develop and implement a clear, prioritized agenda aimed at addressing the key development challenges of the sector. These development Clusters are: (1) Agriculture and Rural Development Cluster; (2) Human Resource Development Cluster; (3) Economic and Infrastructure Development Cluster;; (4) Governance, Rule of Law and Human Rights Cluster; and (5) Security Cluster.
Subsequent to Kabul Conference, the Clusters and the office of Deputy Minister for Policy/MoF need substantive support to translate the identified National Priority Programs into operational plan, as well as to assist in the implementation process of these programs.
Functions / Key Results Expected:
The ARD Cluster is leading by. Minister of Agriculture, Irrigation and livestock– H.E. M. Asif Rahimi , with key participating government agencies i.e. Ministry of Agriculture, Irrigation and livestock of Rural Development, Ministry of Energy and Water, Ministry of Counter Narcotics. The GoA’s goal for this Cluster is to “development of prosperous rural and postal communities” The four supporting national program objectives follow:
Summary of Key Functions
· Provide senior technical support to the Cluster strategy development, program and project analysis and design as well as other planning and implementation work of the Clusters, with particular support provided to the Cluster-lead Coordinating ministry.
· Maintain a close working relationship and coherent coordination with cluster line ministries.
· Provide technical advice and guidance to enable ARD members to develop priority action programs and projects.
· Provide technical assistance to the cluster secretariat and ministry focal points to facilitate planning of the cluster processes in support of the program proposal development.
· Together with the national technical adviser, collect and analyze information on ARD Cluster matters and politico-economic data; Coordinate the development of up-to-date thematic and country files;
· Contribute to a dynamic process that assists ARD participations to think outside of the box, encourage tough policy choices if needed, and assist in developing and implementing cutting edge programs.
· Ensure consistency of Cluster concepts and planning approach among Clusters by helping to identify linkages between Cluster objectives, and facilitating technical coordination within and across the Clusters.
· Provide facilitation for Cluster strategy and planning sessions as well as technical working group meetings focused proposal development and on implementation, when appropriate.
· Assist in developing programs and their projects that have been outlined by the Cluster, including costing portions of the programs, developing budgets, indicators, etc.
· Support the Cluster Manager in ensuring the proper and efficient flow of information between the CCC Secretariat and the Cluster.
· Provide technical support to the program teams at individual ministries/ agencies as requested by the Cluster Coordinator or the Cluster Manager.
· Any other emerging task and assistance related to cluster issues as requested by the Cluster-lead ministry and the cluster secretariat
Other Tasks: Any other tasks and responsibilities as required or assigned by the direct supervisor or senior management of MoF.
Recruitment Qualifications:
Education & Experience:
· Master’s Degree or equivalent in Agriculture, economic or sustainable development, rural development, infrastructure or any other related qualification.
Experience:
· Around 10 years Demonstrated expertise and experience in agriculture, rural development or economic development sectors. Research study on Afghanistan or practical experience of Afghanistan is an advantage.
· Direct senior-level experience in Afghanistan interacting with GoA officials and ministries.
· Proven expertise and experience in translating policy directives into practical application through ministry National Priority programs / projects.
· Proven skills to facilitate linkages with donor governments and organizations and share knowledge of non-GoA aid programs and activities related to the Cluster.
· Skill in translating policy directives into practical application through ministry bankable programs.
· Possess linkages to donor governments and organizations and be knowledgeable of non-GoA aid programs and activities related to the Cluster.
Language Requirements:
· Excellent English communication skills (Reading, writing and speaking).
