The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) toward the cost of the “System Loss Reduction of taken over Lines” Project and intends to apply part of the proceeds of this credit for payments under the contract to carry out consultancy services for Design of low cost Rural Grid substations and Technical Assistance on 33kv Network planning for Rural Electric Cooperatives (Pally Bidyut Samities) in Bangladesh.

The services will be carried out in two parts. The first part include preparing concept designs for rural low cost grid sub stations appropriate for use at peripheral extensions to the transmission system. The work will involve developing alternative concept designs along with the relevant cost and engineering implications and discussing these with REB & PGCB and preparing final recommendations. The cost implication of the proposed rural grid sub station will form an input to the 33kv network development. The second part will include technical assistance to be provided in the optimization of the new distribution networks that are expected to be fed off the proposed low cost rural grid substations. REB will be having the detailed studies for the 33 kV (and associated main 11 kV) network development carried out by a number of local consultants. The duties of the present assignment will include providing guidance in such studies and reviewing the work output and reports of the local consultants.

The consultant must be a qualified Electrical Engineer with at least 10 years experience in planning and design of distribution and transmission systems and should be conversant in substation design and the use of software for distribution network planning studies.. The consultant should have carried out assignments in developing countries requiring similar expertise. This work requires international experience and practical knowledge of such systems.

The Rural Electrification Board, Bangladesh now invites Individual Consultants having the above experience to indicate his/her interest in providing the above services for approximately 40 to 50 days over a 06 (six) month period. There is a possibility of follow up work in finalizing the procurement documentation etc. for the proposed new rural grid substations as well as in improving REB’s distribution system planning. Interested Individuals are requested to submit Expressions of Interest (EOIs) (Applications) in sealed envelope with detailed curriculum vitae and relevant experience which best describes suitability for the assignment.

The individuals will be selected in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the Association in January 1977 and revised in September 1997 and January 1999.
