Job Description

Background

The Internal Audit and Investigations Group (IAIG) provides support to the achievement of the objectives of UNOPS by strengthening the accountability system through the provision of professional audit, advisory and investigation services. As part of its 2010 Work Plan and upon request from the Executive Office, IAIG is to assess the adequacy of the UNOPS Haiti Operations Centre (HTOC) in its preparations and involvement to assist the reconstruction efforts following the earthquake of January 2010. Such a mission by IAIG will be purely advisory in nature.

Duties and Responsibilities

Under the overall responsibility of the Director, IAIG and the direct supervision of an Internal Auditor (Team Leader), the primary role of the Consultant is to provide expertise, as a member of the IAIG’s team, in providing UNOPS Management with an assessment of the Organization’s response and involvement in the reconstruction’s efforts in Haiti following the January 2010 earthquake. The Consultant is expected to demonstrate expertise and provide inputs to the following:

  • Assessment of the UNOPS defined role in the Haiti reconstruction efforts in line with its mandate and capacities;
  • Overall assessment of UNOPS LCO/HTOC preparedness to support its defined role and mandate, including, but not limited to (i) adequacy of the response structure put in place (ii) assessment of the financial and human resources mobilized in lights of the objectives (iii) adequacy of the strategic partnerships established to meet the defined objectives.
  • Assessment of the monitoring and oversight mechanisms in place, particularly in infrastructure works;
  • Review of the actual UNOPS involvement and assessment of its efficiency and effectiveness;
  • Analysis of UNOPS coordination with other United Nations entities and NGOs whenever required;
  • Overall assessment of UNOPS partners’ views on its action; and
  • Draft and advisory report that will provide UNOPS Management with a clear view of the UNOPS involvement in Haiti and the measures to be taken to improve such involvement.

Competencies

In addition to UN/UNOPS core values/competencies, diligence, attention to critical details, keen sense of work priorities and resourcefulness in obtaining and researching important information.

  • Precision and neatness in submitting work completed.
  • Excellent organizational skills.
  • Good report writing skills in English. Fluency in English and French are required as working languages.

Eucation/Experience

  • Master or equivalent degree is required.
  • A minimum of 11 years of relevant experience is required, with at least 5 years directly relevant to the duties and responsibilities above described.
  • Experience in developing countries and disaster management is required.
