CIPE is implementing a U.S.-government funded project in Myanmar aimed at increasing transparency and accountability in public-private partnership (PPP) processes and improving governance outcomes. To advance this strategy, CIPE will organize capacity-building workshops for government officials and members of the national and regional parliaments discussing the principles of successful PPPs, identifying governance challenges linked to PPPs, and highlighting areas and processes prone to corruption.
CIPE is looking to select a consultant to develop training manuals on Public-Private Partnership (PPP).
Description of Duties and Responsibilities
The Consultants will work for CIPE Asia-Pacific Regional Team under the supervision of a Senior Program Officer for Asia. The Consultant(s) is expected to perform the following duties:
· Design three training manuals (#2, #4, and #5) for PPP non-specialists and non-practitioners.
Module 1 Basic Concepts of PPP
What is PPP? Why PPP is important? How to prepare and manage PPP projects? Definition, concepts, and relevance to current policy environment
Module 2 Principles of Good PPP with Emphasis on Legal/Regulatory Framework
How PPP is different from general public procurement; PPP regulatory framework and institutional structures;
Module 3 Risk Analysis/Risk Sharing & Contract Management
Preparation of PPPs, Procurement of PPPs, PPP Contract Management, Unsolicited Proposals
Module 4 Fundamentals of Project Financing
PPP financing models; project Financial Analysis
Module 5 Good Governance in PPP
Expropriation, property rights; Debt trap; Transparency and accountability
· Develop contents for each module to include the following:
- For modules #2, #4, and #5, the consultant will develop a trainer’s guide (lesson plan) containing key and substantive contents consisting of the following to include the following:
o Theories, concepts, and group exercises;
o Select case studies (minimum of three) to illustrate current and specific country experience and best practices (ideally from Northeast Asia and emerging ASEAN countries such as Philippines, Vietnam, Cambodia, and Thailand);
o Handouts (maximum of three pages) for the participants to provide summary of key knowledge, policies and concepts related to the topic;
o A selection of reading materials and additional resources on PPPs;
- A PowerPoint presentation deck to be used during the training workshops.
Expected Outputs:
The Consultant is expected to design and develop the modules one by one, and submit them in series. CIPE will review and comment on the modules and provide feed-back to complete the final version.
Minimum Qualifications:
- Proven experience and expertise in implementing, developing and evaluating PPP programs and projects over the last ten years, including knowledge and experience in providing training and capacity building programs;
- Must have conducted at least three PPP training programs/workshops/seminars in the last five years preferably in Asia or South-East Asia;
- International experience in PPP project development and evaluation will be an advantage;
- Knowledge of Southeast Asia PPPs will be an advantage;
- Knowledge of political and economic dynamics in Burma desired;
- Proficiency in written and spoken English required;
- Commitment to ethical and professional standards in developing training materials, and respect for intellectual property rights;
Contract Duration
The activities within the contract will be implemented over a period of five months, but no longer than September 30, 2020.
Cost of Consultancy
The Consultant will be compensated at a rate of $4,000 per Module, for three modules, totaling $12,000.
Please note this is a fixed-price contract, and any extension of the time required to perform the tasks shall not trigger an increase of cost for CIPE.
Payment terms:
1. 20% upon submission of Inception Report and Approval of Training Manual Design
2. 40% upon successful incorporation of CIPE comments and completion of modules #2 and #4
3. 40% upon successful incorporation of CIPE comments and completion of module #5
Once the final version is approved by CIPE, the Consultant will receive the payment for that module and will start designing the next one. A Module is considered finalized once CIPE send a written notification to the Consultant, after the final approval of the training materials.
Education:
Advanced degree (MA/MSc or other) in Business, International Economics, International Trade, Development Studies or related field.
Experience required (number of years in which area):
At least seven years of professional experience in designing, lecturing, advising and/ or implementing programs, projects and policies related to PPP, infrastructure development and financing. Relevant experience in undertaking training and capacity building of public officials, and/ or NGOs on PPP related topics in developing countries could be an advantage.
