Position Summary:

Creative seeks a (Senior) International Recruiter for full life-cycle recruitment for new business proposal teams and funded field positions. The recruiter will join a fun, fast-paced, professional, and collegial team to recruit for international development projects in Education, Economic Growth and Communities in Transition. This position is perfect for an energetic and talented candidate ready to take command and ownership of their career. The (Senior) Recruiter is expected to source top quality candidates and will serve as a subject matter expert on recruitment building an exemplary network of skilled professionals. This position will serve as a strategic partner in advancing and meeting the organization’s talent needs and will be an integral contributor in delivering staffing solutions during proposals, startups, and project recruitment.

Reporting & Supervision:

The (Senior) International Recruiter reports to the Regional Business Development Director for Africa, MENA, LAC, or Eurasia.

  • A flexible, sustainable, and high-volume stream of proposals, live and bench candidates relevant to the dynamic Divisional business needs.
  • A seamless translation of Divisional business needs to pro-active recruiting outcomes.
  • A go-to service entity which fosters collaboration and which supports the corporation’s advancement of its mission, vision, and values.
Responsibilities

Responsibilities

  • Full-cycle recruiting, including finding/sourcing, evaluating resumes, interviewing candidates (in-person or virtual via Zoom, WhatsApp, Skype), doing assessments, vetting, and make staffing recommendations;
  • Ensure a consistent recruiting process including interview panels; appropriate interviewing questions and maintenance of recruitment documents;
  • Proactively build and maintain talent pipelines and networks of potential candidates in a given region to facilitate effective passive recruitment and assess candidate for future business development goals;
  • Establish a strong rapport with hiring managers and stakeholders at headquarters and international field offices to understand their strategic staffing needs, priorities, constraints and fill vacancies in a timely manner;
  • Participate in strategy sessions and apply knowledge gained to all aspects of the recruitment efforts and review solicitations and technical proposals for staffing needs, structure and donor requirements;
  • Collaborate with business development, regional project stakeholders and technical experts to develop short and long-term strategic recruitment campaigns that meet proposal requirements;
  • Conduct local compensation research as needed; have a critical eye for salary expectations in relation with the local compensation plan;
  • Negotiate compensation and allowances; prepare contingent and live offers;
  • Use traditional/non-traditional resources to identify and attract top candidates;
  • Develop advertising programs (internal and external) to gain high visibility with potential candidates;
  • Consult with hiring managers on recruitment policies, ensuring compliance with RFP requirements, USAID and donor guidelines and Creative processes;
  • Develop and maintain excellent relationships with internal and external clients and / or business partners to ensure achievement of staffing goals; and
  • Manage candidate activity in the Creative Applicant Tracking System.
Qualifications

Qualifications

  • Bachelor’s Degree in Human Resources, Business, International Development or related field, or equivalent combination of education and experience;
  • Demonstrated success in creating robust sourcing and recruiting strategies;
  • Successful track record in filling difficult positions with stringent requirements;
  • Knowledge of international environment and ability to source and hire candidates within the “fragile state” context;
  • Demonstrated success with client engagement, relationship building and providing quality service with a great team;
  • Critical thinker, able to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders;
  • Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds;
  • Demonstrated sensitivity and discretion when handling confidential information;
  • Demonstrated ability to perform and prioritize multiple tasks in a fast paced, high-volume environment;
  • Demonstrated ability to be professional, calm, flexible, resilient, solution oriented, and creative;
  • Demonstrated ability with Applicant Tracking Systems and other hiring databases; knowledge of iCIMS is a plus;
  • Recruiting experience for USG, private and foreign donor proposals, such as USAID, MCC, DoS, etc.;
  • Ability to work in a fast-paced environment and to meet urgent deadlines;
  • Excellent verbal and written communication skills for a collaborative team environment;
  • Experience with Local Compensation Plans is desired;
  • Ability to speak, read and write in English;
  • Fluency in Spanish for LAC Region is required, and fluency in other common languages such as French, Arabic, Russian, Portuguese etc. highly desired;
  • Willingness and ability to travel overseas occasionally for recruitment activities.
