For our team based in Vietnam we are looking for an International Teamleader to join our organisation as per March or upon agreement.

YOUR MAIN TASKS

Helvetas Swiss Intercooperation, in collaboration with our local partner, the Centre for Rural Economy Development (CRED), is implementing the Swiss Tourism for Sustainable Development Project (ST4SD) in Vietnam (2023-2027), funded by the Swiss State Secretariat for Economic Affairs (SECO). The overall objective of the project is contributing to a more sustainable and inclusive tourism sector in Vietnam. In the long term, the ST4SD will support the creation of new livelihoods and sustainable economic development in Vietnam. The project will achieve this objective by focusing on three key outcomes:

  • Outcome 1 (macro level): National and subnational action plans, master plans and other policies include relevant actions, and decisions are taken and implemented to foster sustainable tourism development.
  • Outcome 2 (meso level): Vietnamese training institutions have been selected and strengthened to provide training and develop skills and expertise in sustainable tourism.
  • Outcome 3 (meso and micro level): Tourism destinations and companies have become more sustainable in their operation and investments.

The ST4SD supports the implementation of relevant policies and strengthens public-private dialogue at both national and subnational level. It will establish a new Swiss Executive Hospitality Training (EHT) programme at a qualified Vietnamese training institution and create a network of experts from the Swiss and Vietnamese tourism sector, and promote innovative concepts for businesses and destination to strengthen sustainability, including the introduction of sustainability standards. implementation, including administrative and financial supervision and coordination with partners and stakeholders, particularly

  • Provide strategic direction and technical support to contribute to the achievement of outcomes of the project.
  • Coach the project team and partners, fostering a productive working and learning environment, and promoting team spirit.
  • Manage the project successfully in implementation, finance, administration, human resources.
  • Strengthen the monitoring system, as well as knowledge management for steering, accountability and learning.
  • Assure synergies with other projects supported by SECO in Vietnam.
  • Represent the project to donors, partners, and others.

YOUR QUALIFICATIONS
  • Academic qualifications (preferably Master’s degree) in Tourism and/ or Hospitality Management
  • At least 5 years of experience, with strong expertise in sustainable tourism development, tourism skills development, and collaboration with the public and private sectors in sustainable tourism.
  • Professional experience in Switzerland and developing countries, preferably in Asia. Particularly, experience in networking with international/Swiss private and public actors
  • Proven track record in managing large projects, and cooperating with a number of stakeholders and in strengthening/building the capacity of key partners.
  • Advanced knowledge and connections with Swiss expert institutions and networks.
  • Strong leadership and managerial skills, including result-oriented management, strategic planning, human resources management, and financial management skills. Ability to anticipate issues and identify proactive solutions.
  • Ability to lead multidisciplinary teams, with strong interpersonal, intercultural and communication skills.
  • Excellent spoken and written English

Helvetas, Swiss Association for International Cooperation, founded 1955 as Switzerland’s first private organization for development cooperation, is registered as a denominationally and politically independent, non profit oriented, specialised development association. Helvetas is primarily committed to working towards the elimination of the causes of poverty and marginalization in the South and the East. Helvetas is not only oriented towards material needs, such as procuring food and improved living conditions, but also towards aims regarding social, cultural, and spiritual aspects. These include the overcoming of paralysing dependence, reduction of inequality between the sexes, ethnicity, castes, building up of self-confidence or the strengthening of responsibility towards other human beings and the environment. Helvetas acts on the basis of human rights and makes every effort that these are also respected by its partner organizations. Helvetas conducts therefore a) periodic monitoring, b) internal and external evaluations, c) qualitative case studies and d) impact assessments in a set of selected projects. For the periodic monitoring Helvetas has developed an electronic Project Monitoring System (pms), which is linked to its Internal Control System. Helvetas introduced a decentralized management system in 1990, delegating a high degree of autonomy to the country programme directors. A project monitoring system enables the programme directors to delegate operational responsibility to national project managers and staff. The Helvetas programme offices are responsible for coordination and strategic issues. Helvetas has links with networks and partner organisations, e.g. being actively involved in the SDC governance network, the KOFF (Competence Centre for Peace Building) intervision group on conflict sensitivity and gender network at university of Bern. Strategic partnership agreements exist particularly with SCA, SKAT and KOFF.
