Objective of the project:
The overall objective of the technical assistance is to come up with a comprehensive National Trade Policy that captures and take into account the provisions of all the recent national, bilateral, regional and multilateral trade developments within WTO, EU-ESA EPA, COMESA and SADC in close consultation with all the public and private stakeholders and Non State Actors.
Qualifications required:
The expert should have at least the following qualifications:
- · At least a Master Degree in Economics, International Trade and International Trade Law. A PhD will be an added advantage.
- · At least 15 years experience in trade policy formulation and international trade negotiations.
- · The expert should have at least 15 years experience in drafting International Trade policies for developing countries like Zimbabwe. Broad Experience in ESA and ACP countries a must.
- · A thorough understanding of Trade Policy Analysis, including the process of evaluating strengths and weaknesses in trade policy, trade regulation and related matters at a national level
- · A thorough knowledge of the trade and trade-related issues facing developing countries as well as a thorough understanding of the international trade regime and rules-based multilateral trade system.
- · Demonstrated experience with prevailing trade and trade-related issues for Zimbabwe and at regional level: ESA (Eastern and Southern Africa) formed by the following countries, Comoros, Madagascar, Mauritius, Seychelles, Zambia and Zimbabwe.
- · Experience with tariffs and non-tariffs barriers
- · Experience in the field of standards and conformity assessment including legislative issues.
- · Extensive experience in the field of trade facilitation and customs issues.
- · Broad knowledge of WTO issues and some experience in the field of customs in Zimbabwe/ESA region.
- · English as native language.
