SUMMARY OF THE PROJECT
The Cambodia-Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship bilateral economic development program in Cambodia. It will focus on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing necessary economic interventions and reforms to maintain the country’s economic transition. These efforts aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy (RISE).

CAPRED interventions fall under three technical components, including Agriculture and Agro-processing, Trade, Investment, and Enterprise Development, and Infrastructure Development. Additionally, there are three Cross-Cutting components: Gender Equality, Disability, and Social Inclusion (GEDSI), Climate Resilience initiatives, and policy support. GEDSI is at the heart of all that CAPRED does. 

POSITION SUMMARY
The Investment Officer position offers a unique opportunity for talented Cambodian graduates to begin their careers in economic development, investment, and private sector engagement. The role is designed as an entry-level position to nurture future Investment Managers through on-the-job learning, training, and mentorship.

Under the guidance of the Agriculture Team Lead, Investment Managers, and the Private Sector Adviser, the Investment Officer will:

  • Support ongoing partnerships and interventions within CAPRED’s agriculture and agro-processing portfolio.
  • Conduct basic market and financial analysis and support project design and documentation.
  • Collaborate with partners to develop innovative business models that foster inclusive economic growth.

This role requires curiosity, strong analytical and communication skills, teamwork, and a willingness to learn and grow.

ROLES AND RESPONSIBILITES

  • Support Investment Managers in the design, implementation, and monitoring of partnerships with private and public sector partners.
  • Conduct desk research, data collection, and basic economic or financial analysis on markets, value chains, and business models.
  • Assist in preparing concept notes, partnership proposals, and progress reports.
  • Participate in meetings and field visits with private sector partners, producer groups, and government stakeholders.
  • Support the monitoring and learning of ongoing projects by coordinating with the MERL team.
  • Assist with documentation, communications, and presentation materials to showcase CAPRED’s results.
  • Learn and apply CAPRED’s approach to investment facilitation, inclusive business, and value chain development.
  • Manage smaller tasks or pilot activities under supervision and guidance.
  • Demonstrate initiative, adaptability, and commitment to continuous learning and teamwork.

COMPLIANCE

  • Ensure compliance with Cowater International and DFAT-related codes of conduct and policies, including those related to Child Protection, PSEAH, anti-fraud, and anti-corruption.
  • Promote and integrate GEDSI principles in all activities.
  • Collaborate closely with other technical domains and teams within CAPRED.
  • Uphold CAPRED’s values of professionalism, inclusion, and transparency in all interactions.
  • Work in a way that promotes social inclusion and gender equality, is sensitive to cultural and gender issues in Cambodia, and is disability inclusive.
  • Commitment to championing gender, equality, disability and social inclusion across the Facility
  • Perform other relevant tasks as assigned by the Agriculture Team Lead.

ESSENTIAL QUALIFICATIONS

  • Bachelor’s degree in business, economics, finance, development studies, or a related field.
  • Recent graduate (within 3 years of completion).
  • A foreign degree or international academic exposure is an advantage.
  • Demonstrated analytical thinking, curiosity, and willingness to learn.
  • Strong written and spoken English and Khmer communication skills.
  • Ability to work in a team, take initiative, and adapt to changing circumstances.
  • Commitment to continuous learning and professional growth.
