Project Background:

The USAID Bureau for Europe and Eurasia (E&E), through its Technical Support Office, Economic Growth Division, is establishing the Advancing Commerce, Connectivity, and Exports Leading to Economic Readiness for Accession to the EU “ACCELERATE”. The purpose of this Activity is to mobilize enterprise-driven solutions that increase trade and investment in the Europe and Eurasia region, with a focus on enhancing economic readiness for accession to the European Union (EU).

The Activity aims to strengthen markets in the E&E region by developing new trade and investment relationships, particularly between the U.S. and the E&E region and achieve development outcomes across all sectors in line with USAID’s Private Sector Engagement Policy. ACCELERATE will focus on four main objectives:

  1. Improved trade facilitation both within the E&E region and with the EU
  2. Increased access to finance by way of introducing regional alternative financial products and services
  3. Increased support to the public and private sectors to comply with EU requirements and standards
  4. Increased support to stakeholders to improve investment transparency so that investments have a greater development impact.

Role’s Purpose:

The Investment Transparency Specialist will lead Objective 4: Increased support to stakeholders to improve investment transparency so that investments have a greater development impact. Objective 4 works with countries in the region and assists them in drafting, adopting, and implementing policies, laws, and regulations that increase Investment Transparency and are in line with Chapter 5 of the EU Acquis. This will emphasize the implementation of public procurement and ultimate beneficial ownership (UBO), including through leveraging e-procurement, e-governance, and digitalization. The activity will also engage and build the capacity of private sector partners and think tanks/universities, as well as engage the latter specifically in research, development, and advocacy that supports improvement in investment transparency.

Key Duties and Responsibilities:

The Specialist’s responsibilities will include, but are not limited to the following:

  • Provide overall vision, management, and strategic leadership to the Activity as it relates to issues such as the investment enabling environment, investment policy/regulations, public procurement, UBO, public-private partnerships, digital/e-governance solutions, and other private sector initiatives that support these efforts.
  • Identify opportunities to leverage models, knowledge, and experiences across Eastern Europe and within subregions such as Southeastern Europe/Balkans and the Caucuses; organize regional platforms, meetings, and conferences.
  • Produce scopes of work for grants and subcontracts to carry out related activities.
  • Supervise a core team of short-term experts.
  • Develop and organize regional events, conferences, exchanges, and research; Identify further opportunities for USAID bi-lateral buy-ins to the Activity and develop scopes of work.
  • Effectively communicate in large public settings and with senior government officials.

Qualifications:

  • Master’s degree highly preferred, with equivalent experience in business, economics, finance, international development, or related field considered.
  • At least ten (10) years of relevant background and related work experience with a donor-funded activity overseas in the area of economic growth, economic governance, Public Financial Management, or anticorruption.
  • USAID experience is preferred, and EU or other donor experience is considered.
  • Knowledge of EU Accession regulations is required.
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and complex regional dynamics.
  • Proven ability to form collaborative relationships with intergovernmental, government representatives, and other stakeholders.
  • Demonstrated ability to motivate and lead a dynamic team.
  • English is required; knowledge of at least one regional language is preferred.

Reporting: The Investment Transparency Specialist will report to the Deputy Chief of Party.
