Job Title: Iraq Monitoring and Reporting Officer

POSITION SUMMARY:
The Iraq Monitoring and Reporting Officer will be responsible for monitoring project activities, compliance to donor requirements, and preparation of reports for World Relief’s project Standing Strong: Rebuilding Livelihoods of Displaced Populations in Iraq, funded by the Bureau of Population, Migration and Refugees. The Iraq Monitoring and Reporting Officer will work with World Relief and implementing partner program staff to ensure program quality, achievement of key program goals and objectives, and advise on project activities. The goal of the project is to support the economic recovery and stability of people displaced by the conflict in Iraq.
SPECIFIC JOB DUTIES:
Reporting, Documentation & Grants Compliance (65%):
• Manage all internal and external reporting through systematic tracking of reporting deadlines according to contractual agreements with donors.
• Work closely with Finance and Program Management teams to support grant compliance requirements, providing grants compliance support and guidance to Programs, Operations and Finance colleagues.
• Ensure high-quality, well-written and timely reports meeting donor and World Relief requirements, with support from the relevant program and finance staff within World Relief and implementing partner organizations.
• Develop timelines and reporting work-flow schedules and share with all relevant World Relief field and HQ staff, to ensure roles/responsibilities/deadlines for each report are clear to all relevant staff contributing to each report.

• Participate in grants meetings to share reporting requirements and to set expectations for all program staff to be followed throughout the full grant cycle (i.e. at the start and end of each grant).
• Acquire and disseminate updated donor formats (proposals and reports) and other donor related information to all relevant program staff for guidance on report preparation.
• Prepare narrative program reports in accordance with donor designated formats, writing sections of report narratives, as well as requesting, compiling and editing information provided from partners.
• Liaise with finance teams to ensure all financial reports are submitted on time to the donor.
• Disseminate draft reports for review and feedback by program team, relevant technical units, and HQ staff prior to submitting the final report to donor, with sufficient lead time.
• Build capacity of WR staff as well as staff of WR’s local sub-grantees/partners for proper record keeping and drafting quality and accurate program reports through mentoring and training for program and field staff.
• Stay up to date with all institutional donor guidelines and reporting templates.
• Work with program team focal points to facilitate/support requests from HQ, donors, UN, etc for input to ad hoc reports.
• Provide technical support to the Mission East Staff on M&E and ag/livelihoods as possible with research and dissemination of best practices, useful tools, training materials, etc. in coordination with other technical staff working on the project.
• Other duties as assigned by manager.
Communications (15%):
• Develop and improve World Relief’s Iraq communications materials, better documenting existing programs, past experiences and future plans.
• Meet with various private and public donors to represent World Relief’s work in Iraq.
• Provide stories and updates from grant related programs.
• Support development of program visuals – including maps of program areas, graphics, and visual presentations for a variety of audiences, including government, donors, partners.
• Draft program briefing materials, and respond to requests for program information from World Relief regional and HQ management, donors, national and local government institutions and others.
Project Design and Proposal Development (10%)
• Support proposal development in collaboration with Middle East Program Coordinator, Middle East Regional Director, Project and Proposal Development Officer, Program Development and Impact Systems Manager, finance staff and technical advisors, including preparing sections of technical narrative and annexes, when requested.
• Facilitate development and design of new grants and project proposals, incorporating information gathered from grant progress reports, as well as information obtained from the baselines, M&E unit, and assessments, into program proposals and strategies.
Monitoring & Evaluation (10%):
• Work closely with World Relief’s M&E HQ staff and Middle East Regional Program leadership, as well as M&E focal points with local partners to incorporate M&E data into final report submissions.
KNOWLEDGE, SKILLS & ABILITIES:
Preferred Experience:
• Bachelor’s Degree in development studies, social sciences, or other relevant field required, Master’s degree in international development or related field strongly preferred.
• Two to five years work experience in humanitarian relief context.
• Experience working in sensitive security environments, previous work experience in Iraq or the Middle East is strongly preferred.
• Demonstrated experience in report writing, proposal development, monitoring and evaluation, and grant cycle management, especially within an international NGO.
• Demonstrated experience in successfully working and coordinating with a diversity of stakeholders, including donors, governments, international humanitarian coordination systems and partner organizations.
• Previous work experiencing managing programs in humanitarian emergencies is strongly preferred, knowledge of livelihoods programs is a distinct advantage.
• Strong cross-cultural acumen and willingness to work in volatile security contexts.
• Knowledge of international humanitarian standards (including SPHERE and the Core Humanitarian Standard).

• Writing samples will be required by short listed candidates
Preferred Knowledge, Skills, and Abilities:
• Excellent written and verbal English language skills; extremely strong attention to detail and experience managing competing priorities.
• Strong knowledge of donor rules and regulations for reporting and compliance issues of donors including USAID, knowledge of BPRM rules and regulations an advantage.
• Ability to prepare and manage detailed budgets, and an understanding of financial accountability procedures, logistics, and procurement policies.
• Excellent computer skills and proficient in Excel, Word, Outlook and Office 365 online platforms.
• Strong analytical capabilities and ability to perform multiple tasks with a high level of accuracy, confidentiality, and attention to detail.
• Ability to travel quarterly to project locations in volatile security contexts.
• Ability to handle all conventional correspondence, schedules, and administrative activities, related to grant activity, including coordination with implementing partners.
• Demonstrated commitment to high professional ethical standards and a diverse workplace.
• Direct knowledge and technical capacity in the area of agriculture and/or livelihoods a plus.
