  • Coordinate the Programme,
  • Provide Secretariat services to the ISSED Steering Committee,
  • Responsible for all administrative, procurement, financial, programme accountability and reporting issues, including the inflows of all TA, the efficient and transparent administration of the Supply Contracts, and the management of the imprest accounts,
  • Responsible for the implementation of all activities and for the timely submission of reports to the NAO, EC Delegation and the ISSED Programme Steering Committee after having received initial guidance from Key Expert 2.

Profile required:

Qualifications and skills:

  • University or professional qualifications in a relevant area (accountancy, management, business studies, public administration, social sciences); and
  • Successful relevant experience, preferably including involvement in IT-supported projects, and ideally with EC-funded interventions.
  • Close familiarity with St Kitts and Nevis.

General professional experience:

  • Key Expert 1 should have a minimum of 10 years (category 1) experience, including
    • Substantial and successful experience in Caribbean ACP countries;
    • Ability to work within a team, sharing ideas and information;
    • Ability to maintain good relations with the stakeholders and beneficiaries;
    • Ability to determine priorities and to work efficiently to deadlines;
    • Ability to "think outside the box" (generate creative and innovative solutions); and
    • Ability to work under pressure.
  • Requisite IT skills, including at least Word-Processing, Spreadsheet-Calculation, and Presentation.

Specific professional experience

  • Understanding of the Logical Framework approach, including the participative development of LogFrames and their intelligent utilisation as planning tools and aids to effective communication and reporting at all project cycle phases;
  • Interest in and commitment to fieldwork and a bottom-up approach;
  • Initiative, creativity and team spirit;
  • Ability to deal with complex issues in an easy and clear manner;
  • Ability to write clear and concise reports and to present them in public.

Duration: 14 months starting November 1, 2008.
